Duties and Responsibilities:
Under the direct supervision by the Programme Associate (Head of Unit) and overall supervision by Head of Sub-Office in Pangkham, the incumbent will perform the following duties:
• Assess and evaluate proposals of WFP’s Asset Creation Projects such as Food for Work (FFW/A and Non-food Items (NFI). Projects will include development of land (i.e terracing, trenching, contour & Orchard Farm, etc), irrigation canals, dams and ponds, domestic water supply, construction of roads, schools and other rural infrastructure and agro-forestry, etc;
• Conduct feasibility assessment for above mentioned asset creation activities in advance to present at Sub office Project Review Committee (PRC) meeting.
• Prepare necessary documents and suggestions for PRC at both WFP sub-office and country office levels.
• Actively liaison to CPs and country office focal points to facilitate for the Asset Creation projects;
• Prepare briefing note for donor/ any asset creation mission
• Ensure implementation, monitoring and supervision of the Asset Creation projects, by following relevant WFP rules, guidelines, and agreed contracts to comply with technical specifications;
• Build capacities of WFP programme staff and/or Cooperating Partners’ staff for assessments, implementation, and monitoring of the Asset Creation projects;
• Prepare the monitoring report for any asset creation activities done by CP&WFP and provide suggestion in order to highlight room for improvement
• Assist to Country Office Programme Officer for programme related issue.
• Update FFA/CFA/NFI database and prepare progress tracking sheet for CO submission;
• Coordinate with relevant counterpart agencies/departments, CPs and agencies working in Wa to increase smooth implementation and quality output.
• Conduct necessary technical surveys and assessments for outputs and outcomes of the Asset Creation projects and analyze ways for livelihood improvement and sustainable development in the area; and
• Perform any other duties as requested by supervisor.
Qualification
Education:
Bachelor degree in majoring Civil engineering and/or equivalent degree/diploma in a field related to Civil engineering.
Experience:
At least four years of progressively responsible in rural infrastructure development projects and at least one year at level 4 or equivalent.
Knowledge:
Experience utilizing computers including word processing, spreadsheet and other software packages.
Language:
Fluency in both oral and written English and Myanmar. Communicable in local languages (Chinese, Wa, Shan) will be added advantage.
Critical Success Factors:
Ability to spell and write correctly in English; ability to maintain accurate and precise records and to interpret and analyse a variety of data and resolve discrepancies. Courtesy, tact and the ability to work effectively with people of different national and cultural backgrounds.
Desired skills:
Strong analytical skills, knowledge and experiences of using computer such as Microsoft words and excel and auto CAD. Experience of using other WFP software; knowledge of WFP financial regulations and rules, and WFP policies and procedures in the area of work.
