Lebanon: Programme Manager (Syria)

Summary

IWPR is seeking an Arabic speaking Programme Manager for IWPR’s Syria programme. This management and programme oversight role will oversee all aspects of implementation and development of programming operating out of several separate locations. Providing leadership, staff mentoring, strategic direction, management and evaluation of all aspects of the programmes, the Programme Manager will also play a key role in external representation, legal compliance, grant management, programme coordination and team leadership.

Key Activity Areas

  • Oversee programme implementation in consultation with the MENA director and in accordance with the project proposals, ensuring objectives are met within the required time frames and budgets. Where necessary ensure preventative and corrective action is taken;
  • Use technical experience and knowledge of the Syrian context to identify and resolve problems in project implementation and define workable solutions when issues arise while protecting safety of beneficiaries and IWPR’s interests;
  • Manage a comprehensive activity plan - identifying and costing all resources required for implementation - for the programme covering the time frames of the project proposals;
  • Establish and maintain a working relationship with a broad range of stakeholders - project beneficiaries and partners, donors, suppliers and contractors to facilitate efficient and smooth running of the Syria programme;
  • Oversee IWPR’s media outputs related to Syria programming and engage in their promotion;
  • Manage, support, mentor and develop local staff, consultants and project participants working on the projects;
  • Under the direction of the MENA director, and in line with IWPR’s development strategy, grow and develop IWPR’s Syria portfolio, engaging with donors and project partners in our work;
  • Represent IWPR at relevant national and local meetings with government officials, partners/contractors, other NGOs, etc., reporting back as applicable to staff, field managers and the development team;
  • Develop and implement monitoring and evaluation systems, in line with IWPR MENA’s M&E plan, for programmes to achieve strategic goals;
  • Support IWPR field staff in all aspects of finance, administrative, and logistics management, ensuring knowledge of and adherence to applicable IWPR operational systems, donor requirements and country programme strategies;
  • Ensure that all programme policies and procedures are up-to-date and improve policies, procedures and guidelines, as appropriate in conjunction with the relevant field staff and HQ staff. This may include finance, staff management, and IT security and infrastructure;
  • Ensure the programme complies with local legislation in all of its work;
  • Ensure timely and accurate collation of management information and project reporting, to enable more effective operational planning and decision-making;
  • Line-manage staff and consultants as required, according to IWPR policy and local employment regulations, including equal opportunities policies;
  • Represent IWPR at meetings, conference calls and other aspects of the role when required;
  • Undertake other duties that may be reasonably requested by the MENA director and deputy director.

Qualifications

  • University degree or equivalent experience;
  • Post-graduate degree in the humanitarian sector or management is desirable;
  • Fluency in English and Arabic (spoken and written) preferred;
  • Knowledge and understanding of the situation in Syria, the Syrian CSO landscape and all other relevant actors in the conflict;
  • Experience in not-for-profit sector, preferably overseas;
  • Experience managing USG grants strongly preferred;
  • Experience of representation at national and local levels - dealing with donors and government officials - is desirable;
  • Experience of financial management of grants and handling budgets and spend-down plans is desirable;
  • Proven track record of leading teams and mentoring staff;
  • Experience and willingness to train/mentor staff;
  • Ability to prioritise, manage workloads and stick to deadlines;
  • Willingness to work flexible hours as required by demands of project;
  • Advanced leadership and management skills;
  • Team-player with excellent inter-personal skills;
  • Ability to think strategically.
