Country Representative

Context:
Active in Lebanon since 1977, Terre des hommes (Tdh) provides important psychosocial and humanitarian aid to children of Palestinian and Syrian refugees as well as to the most vulnerable Lebanese host and Dom communities. In 2014, 41,000 people benefited from the activities of Tdh.
Main responsibilities:
As a representative of the Foundation, the Country Representative leads, coordinates and manages all the activities linked to the Terre des hommes projects in his/her country of assignment: Network work, planning, checking and evaluation of the projects, fund-raising, human resources, finances and administration. The Country Representative supports the local Terre des hommes partners, and, in collaboration with the different parties, ensures the Foundation's intervention strategy is implemented and developed.
Terms and conditions:
Swiss salaried contract 3600 € < > 4600 € /month according to experience x 13, Vacancy: 25 days per year, local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Fonction details:
Representation:
Attend or delegate attendance to appropriate external humanitarian meetings, both general and sector, in order to ensure Tdh’s aims and activities are shared with humanitarian partners
Act as the local Tdh focal point for donor activity including direct donor interface and the maintenance of documented knowledge of local donors and their respective strategies and funding cycles in Lebanon
Ensure overall Tdh coordination with the government including the sharing of information and reporting. In particular, guarantee that all formalities required by the government are prepared properly, kept up to date, and presented punctually
Coordination:
Facilitate coordination between key staff members including the Administration Coordinator, the Project Coordinator, and the Project Staff
Organize internal coordination meetings for cross-departmental issues and planning purposes
Submit monthly coordination situation reports (SITREP) to the HQ Desk Officer which will include project reports as well as managerial overview notes and solicitation for HQ support.
Strategy and institutional policy:
Participate in the implementation and review of the strategy for Terre des hommes in Lebanon
Program:
Act as the instrument of facilitation for program activities; ensure proper office functioning for the achievement of support roles and tasks while respecting budget and timeline parameters; a service-oriented support outlook will be maintained by support staff members
Guide the activities of Tdh Lebanon while respecting and identifying a program and advocacy strategy in line with the Tdh Lausanne institutional mandate
New areas of intervention for Tdh Lebanon will be explored with regular reporting and exchange with the HQ Desk Officer
Responsible for in-country monitoring and evaluation of ongoing programs; ensure project work plans are in place and regularly monitored.
Responsible for timely reporting on program activities; edit reports received from project coordinators; all reports will be cumulative in nature; project proposals will be used as reporting guides
Follow and ensure respect of program actions plans; facilitate exchange and troubleshooting; follow up on Itinerant
Delegate recommendations; solicit program support from the HQ Desk Officer
Ensure submission of regular Situation Reports by project coordinators; facilitate follow up on support department tasks
Responsible for local fund raising with donors based in Lebanon
Act as focal point for new proposal drafting
Perform a regular context assessment of Lebanon; identify geopolitical trends and indicators which may impact program activities: use locally available information as well as web-based means
In consultation with the HQ Desk Officer, decide upon and implement an appropriate visibility strategy based on the local context especially taking into account security issues
Ensure maintenance of program files by financed grant; files will include the proposal, contract, pertinent correspondence with the donor or other actors, budget information, and all reports
Finance:
With the Administration Coordinator, maintain the Signatory Schedule for the delegation
With the Administration Coordinator, ensure the implementation of the Tdh finance guidelines manual and provide guidance on proper use of Tdh finance coding With the Administration Coordinator, review monthly Budget vs. Actual reports in order to orient future budgetary expenditures and allocations
Review monthly finance reports with the Administration Coordinator before submission to the Regional Administrator and HQ Desk Officer
With the Administration Coordinator, ensure timely payments of monthly bills to suppliers and service providers
Where appropriate and in coordination with the Administration Coordinator, manage all in-country contracts, donor and other
Ensure appropriate and transparent archiving and filing of Finance related documents and records
Take overall responsibility for all funds sent to the delegation
Administration and Human resources management:
Manage Terre des hommes employees in Lebanon, expatriates as well as local staff
Promote strategies for the capacity building of national staff
Design and implement staff nationalization plan for key positions
Ensure that Tdh meets all the basic requirements of the local law in respect to employment conditions, social security, tax and other related matters
Oversee the updating of job descriptions for all Tdh staff members; these will be in line with the Tdh Lebanon organizational chart
Manage and update national staff policies and procedures for administrative issues; provide trainings to ensure transparent comprehension on the part of Tdh staff
Undertake transparent recruiting procedures as defined in the administrative procedures; committee-based recruitment will ensure the appropriateness of the candidate selection process
Ensure regular performance evaluations of the Tdh staff
Maintain a transparent and fair grade and salary grill for Tdh staff
Ensure accurate staffs leave tracking and implement quarterly plan of staff leave days
Post official annual holidays for Tdh Lebanon for the calendar year according to established official national holidays
Implement disciplinary regulations as per administrative policies
Maintain updated organizational chart for the delegation
Ensure appropriate and transparent archiving and filing of Administrative and Human Resource related documents and records
Security:
Maintain up to date security information through formal and informal contacts for current and potential Tdh areas of operation
Maintain and provide training for the Tdh security guidelines and core documents for the country program
With the Security Officer, act as focal point for any security incidents and report to the HQ Desk Officer
Logistic:
Oversee the improvement and maintain warehousing, purchasing, and transport guidelines for Tdh Lebanon
Ensure monthly logistic reporting (physical asset inventory, warehouse inventory, fuel consumption, vehicle use log sheets, satellite telephone log sheets, outstanding local and international purchases…); maintain transparent filing system
Ensure maintenance of all Tdh Lebanon physical assets with a cost tracking system and calendar of regular scheduled upkeep
Reporting:
Provide the Emergency Desk Officer with regular Situation Report (monthly)
Edit donor reports for timely submission to the HQ according to schedule defined by the HQ Desk Officer
Profile:
• Graduate degree
• English and French C1, Arabic will be an asset
• Minimum 10 years overseas experience with an INGO
• Managing complex projects (local and expat teams) and excellent team leadership
• organizational and managerial skills
• Experience of major institutional donors (EU, ECHO…) and ability to produce successful project proposals and high quality reports
• Knowledge of fund accounting, procurement and financial management of key donor agencies
• Experience undertaking field assessments and exploratory missions
• Excellent knowledge of Project Cycle Management
Skills:
• Dynamic and independent
• Good team spirit and good sense of humor
• Excellent analytical oral and written communication skills
• Willingness to frequently undertake business trips to visit the project locations
