DRC is seeking to add a dynamic and capable WASH and Infrastructure Coordinator to join a strong and dedicated team in Rakhine State, Myanmar.
Who are we?
DRC has provided humanitarian assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, and Kayah States in the West, East, and Southeast of the country respectively.
In 2012, waves of inter-communal violence swept through Rakhine, forcing approximately 140,000 persons to flee their homes and take refuge in IDP camps spread across the state. DRC activities target these IDPs, as well as other local vulnerable populations such as host villages and isolated villages. DRC implements a multi-sector response, including camp management, Child Protection, Livelihoods, Protection, and WASH in Sittwe, Pauktaw, and Mrauk-U Townships in Rakhine. Emergency services are also provided in response to frequent natural disasters in the state, including flooding, landslides, and cyclones. In total, DRC programs in Rakhine State reach over 75,000 vulnerable persons.
DRC’s WASH activities in Rakhine began at the very onset of the violence with the construction of water and sanitation facilities, as well as hygiene promotion activities in two IDP camps and 2 host/affected villages for approximately 10,000 beneficiaries. Additionally, other sectors of activities have included infrastructure works requiring technical supervision. DRC has scaled up its response and increased its capacity in order to meet the gaps in terms of WASH for around 25,000 vulnerable people as well as strengthen the infrastructure rehabilitation and construction activities in affected communities and IDP camps. The focus on WASH and infrastructure rehabilitation is expected to cover both camp and village contexts in the years to come. .
DRC/DDG Myanmar currently employs over 150 national and 14 international staff and operates from five operational offices. The main donors of DRC in Myanmar are ECHO, EC, UNHCR, UNICEF, DANIDA and SDC.
Duties and Responsibilities
The Coordinator will have the following responsibilities:
The main responsibility of this position is to supervise, manage and provide strategic guidance to DRC WASH and infrastructure activities and provide support to the construction and renovation components of projects across sectors including:
- Lead, design, organise and implement all WASH activities
- Lead, design, organise and implement other infrastructure activities
- Secure the technical standards for DRC constructions, renovation
- Take the lead on re-evaluating hygiene promotion to ensure the transmission and uptake of activities and messaging
- Supervision of national DRC WASH teams and engineers
- Ensure monitoring activities are conducted and contribute to the continued development of monitoring processes
- Capacity building of national staff in WASH related competences
- Drafting of relevant technical reports and assessments for internal and external use
- Assist and support logistics and procurement related to WASH and infrastructure
- Attend and support WASH and infrastructure related coordination bodies and ensure tangible contributions by DRC
- Perform any other tasks requested by the DRC management, including technical support to DRC/DDG Myanmar in other States as required
About you
To be successful in the position you should meet most/all of the following requirements:
- A minimum of 3 years’ project management experience with humanitarian response in displacement-related contexts, preferably in camps and camp-like situations.
- Strong experience in Hygiene Promotion with a WASH related qualification
- Qualified Engineer
- Strong interpersonal communication and writing skills.
- Ability to work both independently and as part of a team.
- Experience in training and capacity building.
- Cultural sensitivity and adaptability.
- Professional fluency in English.
- Experience of data management and the creation of databases and M&E tools desirable.
We offer
DRC will offer the successful applicant a contract for an initial 6 months period. The contract will be renewable dependent on funding and performance. Envisaged start date is April/May 2016.
