Myanmar: Consultancy for Gender Analysis Consultant

Research objectives
The key objective of this analysis is to conduct a gender assessment in selected communities and use the information to provide practical recommendations to improve gender mainstreaming and women’s empowerment for existing and future projects.
The analysis will focus on the situation of gender relations in the selected villages, on the status of women with specific attention to their issues, investigation into the imbalance in power relations created by gender discriminatory socio-cultural practices. The analysis will be conducted accordingly to the guidelines provided by the CARE International Gender Analysis Framework (http://gendertoolkit.care.org/Pages/core.aspx). According to the framework, there are 8 core areas of investigation. Each area of inquiry cuts across CARE’s women’s empowerment domains of: agency, structures and relations.
Area of Inquiry 1: Sexual/Gendered Division of Labor
Area of Inquiry 2: Household decision-making
Area of Inquiry 3: Control of productive assets
Area of Inquiry 4: Access to Public Spaces and Services
Area of Inquiry 5: Claiming Rights and Meaningful Participation in Public Decision-making
Area of Inquiry 6: Control over One’s Body
Area of Inquiry 7: Violence and Restorative Justice
Area of Inquiry 8: Aspirations and Strategic Interests

Inputs
Approximately 30 days

Outputs
• Agreed action plan for the consultancy
• Briefing meeting/workshop to present preliminary findings
• Draft report
• Final report demonstrating consideration of feedback from CARE. The report should be approximately 30 pages (excluding annexes).

Time/timing
The consultancy should commence in mid June/July following exchange of contracts with the successful bid.

Selection criteria
The consultant/team shall be selected based on the following criteria:
 A graduate degree in gender studies or other relevant social sciences.
 At least five years of proven experience in gender related work for development projects.
 Demonstrated ability to operate in sensitive areas.
 Understanding of the dynamics of Rakhine State, Myanmar.
 Excellent research, analytical and report writing skills.
 Experience of working in Myanmar or South East Asian Region is desirable.
