The role
The Rakhine Humanitarian Programme Manager is a senior role which will lead Save the Children's emergency response in Rakhine State, Myanmar. The response is considered medium size, but it is growing, and it operates in a highly dynamic and sensitive context. The post holder will play a leading role in representation and inter-agency coordination, as well as guiding the response strategy, ensuring quality programming, and overall safety and security of staff.
Qualifications and Experience
Essential
- Prior experience of working within a programme management role within a complex country programme in an emergency response or fragile state
- Previous first phase emergency response experience
- Education to Masters level in a relevant subject, or equivalent field experience
- Minimum five years field experience of humanitarian project management and programme coordination, implementing programmes within donor constraints, on time and within budget
- Strong budget and grant management experience, preferably managing multiple funding sources across a multi-sector programme (including experience of managing major institutional donors such as DfiD, ECHO, AusAid, OFDA)
- Experience of working and living in Asia (Myanmar preferred)
- Specific experience of managing transitional/recovery progammes as well as first phase humanitarian responses
- Experience of and commitment to working through systems of community participation and accountability
- Demonstrable experience in security management at field level
- Demonstrated monitoring and evaluation skills
- Ability to work both in an advisory and a hands on implementation capacity
- Experience of representation and ability to represent SC effectively in external forums.
- Experience of preparing successful funding proposals for donors
- Ability to write clear and well-argued assessment and project reports
- Excellent communication skills
- Strong influencing skills and experience in advocacy
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- Fluent in written and spoken English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
Desirable
- Specific experience of designing and managing DFID and OFDA projects
- Specific experience of working in consortia projects.
