CONTEXT OF THE MISSION
Within the frame of its emergency response to the Syrian crisis, Handicap International is present in Lebanon in Bekaa, Baalbak-Hermel, North and Akkar Governorates. HI intervention is currently designed upon three pillars which are i) to enhance the capacities of local actors involved in physical rehabilitation and related psychosocial support services provision with a middle term vision; ii) to maintain the capacity to respond to acute needs through HI direct services and / or referral to other assistance stakeholders and iii) to provide extensive and tailored support to humanitarian partners interested in improving Inclusion and Accessibility in their programming.
Considering the evolution of the humanitarian situation (closure of borders, chronicity of the crisis, decrease of funding) and as part of a middle term strategy aiming at supporting and reinforcing resilience of local stakeholders, HI objective is to progressively enhance the provision of physical and functional rehabilitation and/or psychosocial services by local structures (local NGOs, private/public structures) by growing collaboration and capacity building aiming at promoting the continuity and sustainability of services for most vulnerable communities in Lebanon. Furthermore, HI is also committed to contribute to enhancing access of persons with physical and functional limitations to essential services on an equal basis by supporting humanitarian organizations in critically reviewing and improving Inclusion and Accessibility of their response.
Based in Beirut, under the direct responsibility of the Emergency Coordinator, the Technical Unit Coordinator will be responsible for guaranteeing the technical and quality framework of HI’s emergency response in the country. It will include:
- Leading the Technical Unit (TU) in the mission: supervising and coordinating the work of the programme’s Technical Resources Unit (TRU) providing a harmonised technical overview on the programme
- Ensuring operations compliance with HI technical guidelines (Physical Rehabilitation, Psychosocial Support, Capacity building of local partners and Vulnerability Inclusion in humanitarian response)
- Providing support to implement mission strategy on all technical aspects
- Contributing to a holistic understanding of the needs of persons with physical and functional limitations affected by the Syrian crisis in Lebanon within the team and amongst local partners and coached humanitarian organizations
- Ensuring HI’s proper representation in sector working groups & other forums
Organising capitalisation of technical tools and related quality processes on the mission and ensuring their implementation
REQUIRED PROFILBACKGROUND & PROFESSIONAL SKILLS
At least 6 years of professional experience on a disability related field (OT, PT with inclusion background/experience)
At least 3 years of professional experience in humanitarian context
Experience in the Middle East would be a strong asset
Project management skills would be an asset
Proven managerial experience
Proven training experience
SOFT SKILLS
- Strong communication and reporting skills
- Strong organisational skills
- Strong interpersonal and networking skills
LANGUAGES
- English mandatory (oral and written), Arabic a plus
