Project/Proposal Summary:**
The Building Alliances for Local Advancement, Development and Investment Project (BALADI) aims to improve public service delivery at the local and regional levels, promote community participation in local governance decision-making, increase access to reliable and affordable public services, and support participatory and accountable local governance. The goal of BALADI is to achieve sustained and broad-based economic growth by engaging with municipal government institutions, Lebanese-registered civil society organizations, and private sector businesses. The BALADI CAP project is a 4 year, USAID-funded project that complements and bolsters the activities of the BALADI project by providing organizational capacity-building assistance to local civil society organizations and municipalities in the implementation of joint municipal/civil society organization (CSO) projects.
Position Summary:
MSI seeks to hire a CSO Advocacy and Capacity-Building Specialist who will be responsible for leading and overseeing the capacity-building technical assistance to be provided to a network of CSO and Intermediate Support Organization (ISO) grantees in the development and implementation of advocacy activities, as well as provide technical support in the creation of issue-based coalitions of these ISO/CSO grantees to further project objectives. This position will work in close cooperation with the Sr. Grants Manager, Capacity-Building Specialists, and Civil Society Specialists, under the direction and supervision of the Chief of Party.

Responsibilities:
- Provide technical leadership and oversight in the overall design, management and implementation of capacity-building assistance provided by the Capacity-Building Specialists to CSO and ISO grantees under BALADI CAP.
- Lead the design, development and implementation of technical assistance and support in the creation of ISO/CSO issue-oriented coalitions and networks based upon identified priority issues.
- Provide technical assistance and support to ISO and CSO grantees in the development and implementation of issue-oriented advocacy activities.
- Provide direct capacity-building, management and oversight of the ISO grantees in the design, development and implementation of capacity-building and coalition-building trainings and technical assistance to CSO grantees.
- Promote coordination and dialogue among ISO and CSO grantees to share lessons learned during trainings and Communities of Practice meetings that will encourage and foster the development of partnerships, coalitions and networks between grantees.
- Provide management and oversight to the Sr. Grants Management Specialist and Civil Society Specialists in the day-to-day supervision and support of the CSO and ISO grantees in the implementation of grant activities.
- Assist the COP in drafting relevant components of the project work plans, quarterly reports, project updates, success stories, and related deliverables.
Qualifications:
- Must have a Master's or Ph.D. degree in a relevant area, such as public administration, organizational development, NGO management, international development, or a related field.
- Must have significant experience (7+ years) in working with NGO advocacy and capacity-building programs, preferably under a USAID-funded project.
- Demonstrated experience in working with Lebanese civil society organizations with strong knowledge of their organizational administrative and management systems required.
- Excellent organizational and teamwork skills required.
- Must be fluent in written and spoken Arabic and English; French proficiency is a plus.
