ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
GENERAL OBJECTIVES
Under the supervision of the Head of Base, the Head of Project is responsible for the implementation of all the ACF WaSH projects in Bekaa Valley and the reporting linked to these projects. The Head of Project will also liaise with stakeholders to ensure good communication. Capacity building will be one of the main transversal elements, to be taken into account in all objectives.
OBJECTIFS SPÉCIFIQUES
Objective 1: To oversee the implementation of WASH donor contracts in various locations within ACFs Bekaa Valley areas of coverage
ü Work in close consultation with Mission WaSH Technical Referent and Head of Base to offer technical support to the WASH Area Managers in planning, implementing, monitoring and managing WASH activities under different donors
ü Understand and oversee the specific donor requirements for quantity of output for each location
ü To ensure each donors visibility requirements are actively followed and visible in respective communities
ü To ensure that all outputs are achieved within budget for each donor by the completion of each contract
ü To contribute to the effective management of activities and operations implemented by the WASH Area Managers
ü To ensure that all activities adhere to ACFs internal code of conduct, to national level priorities and guidelines, and to sector level priorities and guidelines
ü To contribute to the capacity development of the national WASH Area Managers to enable them to gain skills in programme management
ü Offer technical support to partners and communities in WASH programme management as required
Objective 2: To monitor donor budgets and ensure effective expenditure on the right activities in the right locations, per donor.
ü To understand the activities that each donor has funded in each location, and the associated budgets
ü To ensure that each donor’s funds are allocated to the correct activity and correct location
ü To support the Mission WaSH Technical Referent, the Base Administrator (in charge of finance) and the WASH Area Managers in monitoring budgets and ensuring correct spending plans and implementation
ü Participate in the design of new budgets and proposals, in coordination with the Mission WaSH Technical Referent, and Country Office staff.
Objective 3: Donor Reporting, Project Capitalization, and Internal Reporting
ü To match the operational activities in each location with the requirements of each donor
ü To initiate and follow up all internal and donor reporting to ensure that the relevant activities and locations are reported correctly to the relevant donors.
ü To work closely with the Mission WaSH Technical Referent and the Grant/Report Writer in drafting the activity reports for each donor in a timely manner
ü To work closely with the Mission WaSH Technical Referent to prepare monthly internal Activity Progress Reports for all WASH activities in Bekaa.
ü Supervise the preparation of the documents for the donors, including by not limited to ; assessment reports, studies, best practices, lessons learned, etc
ü To report to the InterAgency Working Groups, UN bodies and ‘Activity Info’ on outputs of ACF

Objective 4: Participation to stakeholders’ coordination
ü Participate in meetings with the relevant stakeholders concerning Shelter, Distribution and WASH Sector.
ü Represent ACF in working groups, discussion fora and Inter-agency WASH coordination meetings as required.
ü Coordinate with the Mission WaSH Technical Referent for technical coordination with other agencies
ü Ensure a coordinated and systematic approach, with a variety of stakeholders, in addressing the WASH needs of communities in the Bekaa Valley
CANDIDATE PROFILE:
ü Degree in Project Management, Business Administration, International Development or similar relevant education
ü Minimum 3 years of progressive experience of NGO project and/or programme management
ü Significant understanding and experience with project budgets and financial management
ü Significant understanding and experience of donor requirements and donor reporting
ü Excellent and demonstrable project planning, implementation and monitoring
ü Good experience in staff management, stakeholder liaison, and community engagement
ü Experience of working with refugees, host communities, and municipalities
ü Excellent knowledge and/or experience of working with WASH programming
ü Fluent English (written and spoken), Arabic will be an asset
ü MS Office, including advanced Excel .ODK would be an asset
REMUNERATIVE PACKAGE
We offer immediate incorporation to a dynamic international network with the following remuneration package:
ü Formal work contract: 6 months
ü Base: Zahle, Bekaa Valley with occasional trips to Beirut.
ü Salary: from 1375€ to 1750€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain). ACF- Spain remuneration system allows a salary progression based on the annual development appraisal.

ü Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by ACF-E)
ü House and maintenance covered by the organization (including per diem): package estimated according to the destination.
ü Travel costs to and from the mission.
ü 25 working days of paid leave per year.
ü Break: additional rest period, including travel cost to a reference area and economic help of 215€.
ü Health, repatriation, travel and life insurance covered by the organization.
ü Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain).
