Lebanon: COUNTRY MANAGER LEBANON HIGHER EDUCATION

Under supervision of the Regional Project Manager, the Country Manager (CM) will be responsible for proper implementation, coordination and monitoring of all activities of this project in Lebanon, that provide Syrian refugees with access to Higher Education in Lebanon. The project will also be conducted in Jordan, Lebanon, KRG, Turkey and Syria. The CM is supposed to manage contacts and agreements with all HE institutions (universities and vocational schools) in Beirut who are taking in Syrian students through this project, coordinate activities with local partners and manage overall student intake in Lebanon. The CM is also responsible for managing one local project/finance officer, and eventually other support staff/interns in the office. Furthermore, the CM is responsible for proper functioning of the student desks. The position will be based in Beirut (office in Hamra), and will require extensive travelling in the country, including the north, south and Beekaa valley.

Main Tasks and Responsibilities:

  • Overall management of the office in Lebanon
  • Implementation, coordination and monitoring of all activities of SPARK in Lebanon
  • Managing office staff and interns
  • Managing and monitoring all student registration, intake and progress in Lebanon
  • Supporting Regional Project Manager with input for narrative reports on project activities in Lebanon
  • Organize and coordinate outreach activities with local partners, throughout the country and in (informal) camps.
  • Continue good relations with stakeholders, including national authorities and HE institutions involved.
  • Provide organizational and logistical support for other missions and ongoing activities in the country
  • Other tasks as required.

Requirements and Skills:

  • Educational background or relevant experience in Middle Eastern studies, Higher Education, International development or a related field;
  • Minimum 3-5 years project and/or country management experience;
  • Proven working experience in Lebanon in similar field of work
  • Experience and connections in the TVET/Higher Education sector in Lebanon is highly preferred.
  • Good communication and social skills and the ability to work in a multicultural setting.
  • Knowledge of the political and economic situation in the MENA region;
  • Knowledge of formal project management is an advantage.
  • Experience in applying for tenders and writing project proposals is an advantage.
  • Accurate, structured and precise;
  • Multitasking;
  • Flexible and responsible;
  • Fluent in English and Arabic is necessary.
  • Fluent in French is strongly preferred.
