The Delegate ensures the successful implementation of a variety of education projects implemented in Lebanon and Iraq . The current focus of these projects is the improvement of quality of education towards enhanced learning opportunities. The learning environment is as much a focus of interventions as skills of teachers and school management. Providing psycho-social support, especially for children who have been displaced (IDP and refugee children), is a key aspect of Caritas’ projects; Caritas and its partners seek to combine pedagogical and psycho-social support and skill development in its interventions. The programme is supported through international and regional research partnerships for technical backstopping, capacity building and increased sustainability of the interventions. The education projects are part of the Syria Crisis Response programme of Caritas Switzerland. This regional programme covers Iraq, Jordan, Lebanon and Syria with a regional delegation based in Beirut, the delegate is integrated in. The Education programme is thus part of a wider Syria Crisis Response Strategy of Caritas Switzerland led from its Headquarter in Lucerne Switzerland under the auspices of a Regional Delegate based in Beirut.

Your duties

  • Work closely with CaCH counterpart organisations to provide leadership in planning, implementation and monitoring

  • Coordinate the establishment and maintenance of effective coordination and synergies between the education projects both within the scope of the Syria Crisis Response programme as well as other CaCH programmes through developing and sharing of experiences, tools and lessons learned

  • Contribute to the development of new education projects, develop concept notes and/or project proposals

  • Establish and maintain strong productive working relationships with partner organisations and strategically collaborate with key stakeholders

  • Support the partner organisations in strengthening of coordination, cooperation and networking related to education with authorities, private sector, clusters, humanitarian actors and donors

  • Support strengthening of capacities of partner organisation staff in education and child protection programming through regular interaction, mentoring, formal training and monitoring

  • Coordinate technical support to partner organisations in the development of the necessary technical training contents and materials for formal and informal training

  • Support the partner organisations to establish Programme Monitoring, Evaluation and Reporting system incl. development and applying of data collection, monitoring, analysis and feedback tools / mechanisms

  • Monitor progress and quality of education activities by undertaking regular filed visits with partner organisations to project sites and provide structured feedback

  • Develop project promotion/communication materials on education projects to HQ and partners

  • Contribute to efficient budget management and timely preparation and submission of cash requests and financial reporting of education projects as per CaCH and donor requirements

Our requirements

  • University degree and advanced training in International Development, Social Science, Pedagogy, Economics or related studies

  • Training/experience/exposure to the education sector, demonstrate general technical understanding of the education environment, psycho-social support and curricular development

  • Minimum of 5 years working experience in implementing projects or programmes in emergency and/or development contexts

  • Ability and proven experience in transferring knowledge and skills through formal and informal training/capacity building of staff of partner organizations and communities

  • Proven budget planning and expenditures monitoring as well as reporting skills

  • Strong project management skills, incl. Project Cycle Management (design, planning, budgeting and monitoring) and CSPM

  • Strong motivation to work in close partnership with national partners

  • Ability to mobilize and coordinate various institutional and technical partners around the project, proven experience in stakeholder management and coordination

  • Ability to work independently as well as in a team

  • Excellent English writing skills

  • Experience in handling a stressful and challenging work environment

  • Working experience in MENA region is an asset

  • Experience or knowledge of the Caritas Network or Swiss NGOs would be an asset

  • Fluency in English and French, Arabic is an asset

  • Willingness to undertake regular travel and field visits in the region

  • Open-minded personality, eager for knowledge

  • Strong leadership skills, leading by example

  • Strong organizational and coordination skills

  • Sense of responsibility, team spirit, strong listening, comprehension and dialogue skills
