It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM has been operating in Myanmar since 1994. Its main program delivers comprehensive harm reduction and HIV/AIDS, Hepatitis C virus prevention and care. This program focuses on the high risk groups of drug users in Kachin State, female sex workers and men having sex with men in Yangon area. In addition, MdM is implementing, in partnership with the ministry of health, a mother and child health program in the Irrawaddy Delta.

From April 2016, an additional program is starting to complement the MdM Kachin harm reduction strategy. This program is a collaborative initiative from two organizations, MdM and Metta, aiming at starting a comprehensive intervention for people who inject drugs in Kachin with a strong community leadership and a high local advocacy component. Whereas Metta will be implementing harm reduction activities in new sites and supporting MdM in local advocacy strategy, MdM will focus on the development of capacity building material, training, mentoring to Metta and other harm reduction partners in Kachin. MdM is now seeking a program coordinator to supervise this project and the implementation of these activities.

TASKS AND RESPONSIBILITIES:

Under the supervision of the Kachin field coordinator, you will implement and supervise technically all activities regarding the “reduction of HIV prevalence among people who inject drugs (PWID) through community-led harm reduction in Kachin State”, with joint MdM/Metta program.

You will directly manage a training officer and an advocacy officer. You will also manage operationally a logistic and administrator supervisor.

You will work in close coordination with the harm reduction advisor, the medical advisor, the harm reduction advocacy coordinator and the monitoring and evaluation coordinator.

More specifically, you will:

  • coordinate the implementation of the MdM part of the MdM/Metta program on harm reduction ; technical support, capacity building and mentoring of Metta and MdM teams

  • draft together with Metta a training and capacity building plan, to cover the needs of Metta and MdM teams regarding harm reduction and community based programming knowledge, skills and attitude

  • support the training officer and liaise with the Metta training coordinator to develop the training curriculum

  • support the advocacy officer and liaise with the Metta advocacy coordinator to ensure effective advocacy strategy and initiatives

  • ensure good collaboration for on-the-job coaching activities provided by MdM to Metta

  • supervise, monitor, analyse and evaluate program outcomes on a regular basis

  • ensure quality of the program through regular technical supervision and support to Metta/MdM teams in the implementation of harm reduction related initiatives

  • manage training and program support staff, providing sufficient support to them

  • contribute to program strategic plans and reviews, in line with MdM policies and priorities

  • provide technical support and input to the overall harm reduction programs in Myanmar

  • represent the organisation to relevant external stakeholders, including donor agencies

  • contribute to regular internal and external reports

SKILLS AND EXPERIENCE NEEDED:

5 years minimum experience in humanitarian international organizations, including at least 3 years’ experience in harm reduction related field
Demonstrated experience in project/program coordination, experience in project cycle management, monitoring and evaluation mechanisms
Relevant experience in working with local partners, ability to train and coach collaborators and partners
Previous experience in designing a capacity-building plan and advocacy plan would be an asset
Good Computer skills

You are able to work under minimum supervision and have the capacity to work and live in a protracted conflict area. You have strong analytical skills, strong problem solving and organisational skills, you are able to manage priorities. You have listening and diplomacy skills, you are flexible and have team spirit.

Languages: excellent English writing/speaking skills
