JOB CONTEXT :
The regional program Myanmar – Thailand is attached to the Development direction. HI has been operating in Myanmar in the wake of the Cyclone Nargis, from October 2008 to December 2009. In addition to basic needs providing, it supported two regional disability centers in Delta State and other livelihood activities. The convention between HI and the Ministry of Social Welfare was established until end of June 2009. In September 2015 HI and the Ministry of Social Welfare signed a new Memorandum of Understanding for the 3 coming years with the objective of supporting Myanmar in implementing the Convention on the Rights of Persons with Disabilities, ratified by the Union of Myanmar in 2011.
HI’s country strategy has been re-assessed and 4 key-thematic were identified for future actions:
Inclusive Disaster Risk Reduction
Support to civil society and local policy-making processes
Access to services, including Victim Assistance
Inclusive livelihoods.
HI Thailand program merged with the Myanmar program on the 1st of January 2016. However, there is still work to be done in order to consolidate the organisational structure of the merged regional program Myanmar and Thailand.
In Myanmar activities are implemented around three areas: Inclusive DRR, Disability & Access to Services, Victim Assistance. The main geographical areas of intervention are Southeast regions and Mandalay, Ayeyarwady and Yangon regions. The program intends to reinforce and further develop the livelihood components within these activities.
In Thailand activities are implemented in the 9 Burmese refugee camps in the 4 Myanmar-Thai border provinces (Tak, Mae Hong Son, Ratchaburi and Kanchanaburi) and are: Social Disability Inclusion, Rehabilitation and Risk Education
YOUR MISSION:
Under the management of the Asia Desk Officer based in Lyon, you represent HI in Myanmar and Thailand and manage the programme’s teams to implement the organisation's mandate. Your main objective will be to consolidate the regionalisation of Myanmar and Thailand programs and to work along with your team on the development of a regional program strategy.
In the framework of your position you will be responsible to:
Represent HI and promote all aspects of its mandate in the countries of intervention
Develop and ensure the implementation of the Regional Programme Framework (RPF) in line with HI's general framework
Manage the programme's teams in both countries
Manage the programme's internal and external communication
Ensure the implementation of a security system on the programme
CANDIDATE’S PROFILE :
You have:
University degree in political science, management, development studies
At least 3 year experience as country director.
5 years professional experience in team management and project development (financial and budgetary procedures, organization, planning, reporting, implementation of the project cycle …)
Excellent Project development / proposal writing skills
Sound understanding of PCM and M&E tools.
Excellent leadership and managerial skills.
Excellent analytical, planning, organizational and task prioritization skills.
Demonstrated fundraising capacity
Fluency in both written and verbal English is compulsory
Would be an advantage:
Experience in South East Asia
Good knowledge of disability issues
Experience in partnership approaches
JOB ENVIRONMENT:
Main regional program coordination office is located in Yangon.
CONDITIONS:
Employee: from 2450€ gross salary/month according to the experience of the candidate + expatriation allowance of €457 + medical health coverage, retirement planning, repatriation insurance.
