TERMS OF REFERENCE

INTERNATIONAL KAP SURVEY CONSULTANT

BACKGROUND:

Plan International is seeking offers for technical assistance in design and implementation of a baseline survey in camps covering knowledge attitude and practices across four sectors (WASH, Nutrition, Child Protection and Disaster Risk Reduction). The baseline survey should be conducted in July, 2016. In addition to the initial baseline survey, the team will be requested to work with partner staff to develop M&E plan for tracking improvement against KAP indicators as mentioned in project log frame. Namely, to design mid-term evaluation that can be run by the team itself. If initial evaluation is successful, there will be opportunity for same team to run the final evaluation as well.

Title: Knowledge, Attitude and Practice (KAP) Baseline Survey

Location: Kachin State, Myanmar

Length of Assignment: Approximately 30 working days

Reports to: Humanitarian Program Unit Manager, Myitkyina

Job purpose:

A baseline survey will be conducted at the initiation of the project examining Knowledge, Attitude and Practices (KAP) in the 4 sectors integrated in the project: WASH, Nutrition, Child Protection and DRR. The KAP survey will be conducted with a representative sample of the 31 camps targeted by the project. It will provide a strong baseline data and information and will help to determine & confirm what specific topic need to be particularly tackled in the different training/behavior change activities across the 4 sectors included in the project.

This baseline survey will provide a strong representative data that will be used, when compared with similar data collected at mid-term and project-end, to measure the impact of the project and what changes it produced on the targeted groups. An M&E specialized consultant will be recruited to design the KAP survey tools and methods. While the data will be collected by PLAN staff, the consultant will be responsible for the data analysis and the preparation of the report.

The consultant will also be responsible for development and handover of tool for project team to complete mid-term evaluation to track progress against behavior change indicators.

Methodology:

The KAP survey will employ quantitative methods. Data and information will be gathered from sampled districts of Plan international operational areas. Respondents of the survey are expected to include children, and marginalized groups as identified by the team**.** An appropriate sampling technique will be designed to determine sample size of respondents to generate representative conclusions. Data and information gathered through quantitative methods will be analyzed and presented systematically.

Responsibilities:

The consultant is expected to travel to work from Plan International office in Myitkyina, Kachin State with data collection in 31 IDP camps. Due to the security situation and access constraints international staff will not be able to access non-government controlled areas. Therefore it is crucial that the research team includes Myanmar nationals. The consultant will be provided access to the project team and partner organization as well as full operational support. The team will be expected to build the capacity of technical staff in KAP survey methodologies and orient the data collectors. The consultant expected to carry out the following initiatives

· Develop survey protocol

· Design survey questionnaire

· Implement survey

· Analyze data

· Consult with Project Manager, Humanitarian Program Unit Manager and technical specialists at the Myanmar Country office in Yangon to develop list of recommendations using data collected.

Deliverables:

· Report English on the results of the survey submitted to Plan International (May, 2016)

· Clean data set for future reference.

· Mapping of areas accessed and demographic data

· Data collection tool that can be used for mid-term evaluation.

Budget and Payment Schedule

  • 30% of fee payable upon signing of contract.

  • 30% of fee payable upon validation of tool and data collection by M&E Specialist at CO Level.

  • 40% of fee payable upon submissions and approval of final report.

Plan Myanmar will cover and arrange:

· Return flights to Myanmar from consultant’s home country, and visa entry fees.

· Costs for accommodation in Myitkyina and Yangon.

· Flights to Myitkyina (one round trip ticket), and taxi fare if needed (up to 10,000Kyats for airport transfers in Yangon).

· Associated survey costs including transportation to survey sites, printing/duplication etc.

· The consultant will be responsible for covering their own food and beverage costs (when not included with accommodation).

Qualifications, Skills & Experience:

· Extensive theoretical and practical experience in humanitarian contexts preferably proven M&E experience with one or several of the target sectors.

· Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions

· Ability and willingness to frequently travel and stay at field base

· Ability to submit a concise and well written analytical report on the results of the surveys in English

· Previous experience in KAP surveys on this or related topics is considered an advantage.

Selection Criteria: Candidates will be assessed on cost and technical capacity. The candidates will be scored on 5 criteria (outlined below) this score will be weighted at 70%, the fees associated with the work will be weighted at 30%.

Criteria:

o Submission of the following documents: Cover letter explaining interest in the role, sample of previous work, budget of estimated costs, CV of team members.

o Proven technical understanding of humanitarian programming (either through CV or sample of previous work) and ability to measure behavioral baseline and behavioral change

o Availability in July 2016

o Proven technical capacity in KAP survey

o Experience in Myanmar klE yi
