I.Summary
The primary function of IOCC’s Humanitarian Policy Advisor is to support and strengthen IOCC’s humanitarian response to the Syrian crisis, specifically for Syria, Lebanon and Jordan, in close cooperation and coordination with the Country Representatives. The incumbent will support IOCC’s humanitarian work in the region, undertake research, provide contextual analysis and maintain strong and productive working relationship with key humanitarian donors and actors in the region.
II. Responsibilities and Essential Functions
- Promote and maintain strong and productive working relationships with key institutional humanitarian donors and actors in the region, such as the US State Department, USAID, DFID, UN agencies and the international NGO community, including ACT Alliance agencies.
- Provide leadership and support in the development of a humanitarian strategy in the Middle East as part of IOCC’s Strategic Plan and the Country Operation Plans, taking into account existing humanitarian priorities, trends and needs.
- Expand IOCC’s knowledge and engagement in humanitarian policy priorities. Develop tools and processes to effectively share analyses, reports, and meeting notes from a variety of sources with IOCC offices in the region
Represent IOCC effectively at high-level regional humanitarian policy discussions and settings, such as regional cluster and forum meetings, etc.
Lead the drafting or provision of inputs to position papers on topics of interest or concern to IOCC.
Engage IOCC Country Representatives in their input and participation in UN’s regional working groups developing “Syria Country Response Plans” and “Regional Refugee and Resilience Plans”.
Work closely with the Country Representatives to ensure IOCC policy positions are grounded in program realities in Syria, Lebanon and Jordan, and to assess and advise on risk identification and mitigation within the regional and country specific strategies.
Monitor the developments in the humanitarian policy sphere and provide regular updates to Syria, Lebanon and Jordan Country Representatives on donor trends, priorities and resource allocations.
Elevate humanitarian needs and trends from a field perspective, and related challenges and opportunities, to enhance the quality of IOCC’s humanitarian response and guide and influence donor policies.
Lead the production of analytical reports, thematic research, situation updates, or position papers highlighting emerging trends and thematic issues of relevance to IOCC.
Inform and contribute to policy conversations and decisions affecting IOCC’s humanitarian response and strategy in Syria, Lebanon and Jordan.
Represent IOCC in coordination forums (such as SIRF – Syria INGO Regional Forum) with focus on the Syria crisis in the region.
Participate in UN (i.e. OCHA, UNHCR and UNICEF) and other donor-lead regional humanitarian coordination mechanisms and regional sector working groups.
Hold monthly meetings with stakeholders, interested parties or as needed to discuss and advise on humanitarian priorities.
Contributed to a coherent and sensitive communication strategy development, ensuring that research and policy products are presented in formats relevant for the intended audiences.
Perform other duties as required or assigned.
III. Qualifications
A. Knowledge, Skills and Abilities: Familiarity with the social, political, economic and cultural situation in the Middle East, particularly in Syria, Lebanon and Jordan; excellent research, report writing, analytical skills and ability to communicate effectively both writing and speaking, and proven capacity to write quickly and clearly on conflict dynamics; experience of working in areas where insecurity is a major issue; ability to present complex information in a succinct and compelling manner; excellent writing and presentation skills in English is required; fluency in Arabic or French is highly desirable.
B.Competencies: Familiarity with international humanitarian law and operations, interagency coordination structures, and the mandates of USG, the UN and other donors; knowledge of international humanitarian law, humanitarian policy, practice, standards and accountability.
C.Education: Bachelor’s degree in international development, international relations, public policy, social or political science, or another relevant field of study; Master’s Degree highly desirable.
D.Experience: Minimum 5 years of experience working in the humanitarian sphere, or on conflict analysis, preferably in complex emergency settings.
IV.Working Conditions
Stationed in Amman or Beirut, approximately 40% of regional travel is required.
