HelpAge International is a global network of not-for-profit organisations with a mission to work with and for disadvantaged older people worldwide to achieve a lasting improvement in the quality of their lives. Building on its field experience in Myanmar, HelpAge began a policy oriented project funded by the LIFT donor consortium in 2014, which addresses gaps in social protection capacity through support to and collaboration with the Ministry of Social Welfare, Relief and Resettlement. One of the planned flagships of Myanmar’s National Social Protection Strategic Plan is disability grants. HelpAge is supporting the Ministry in cash transfer delivery options, and will pilot a disability cash transfer in selected areas through a second LIFT-funded project.
The purpose of this assignment, in light of regional and international discussions related to social protection and disability, is to make recommendations about practical mechanisms for identifying/prioritising persons with disabilities to receive cash transfers through HelpAge’s pilot project. This should also generate lessons for MSWRR for future implementation of a national disability allowance, in line with government policy and legal frameworks. The consultant will discuss the context and options with key stakeholders in Myanmar through a visit of about one week and then complete the assignment from home.
HelpAge is looking for an expert with regional experience and expertise in disability. The consultant should have deep knowledge of systems development for disability benefits in at least one Asian country, preferably an ASEAN country with similar context to Myanmar.
