Duties and Responsibilities:
Under the direct supervision of Finance and Admin Officer and the overall supervision of the Head of Finance and Administration, the Finance Associate will be responsible for, and not limited to, the following duties:
· Take charge of the day to day financial issues of Cash-Based Transfers (CBT) Programme;
· Review of requests for cash transfers to beneficiaries and creation of Logistical Invoice Verifications (LIVs), subsequent debits and credits in the WFP corporate system;
· Review of proposals for cash projects and advising the Project Review Committee (PRC) members of issues/ queries in the proposals;
· Capacity development of Cooperating Partners (CP) on Field Level Agreement (FLA) budget preparation;
· Cooperating Partners joint capacity assessments with Programme and Supply Chain Management staff;
· Monitoring of Cooperating Partners Benefit Cash Account reconciliations;
· Liquidation and replenishment of school feeding advances to Township Education Officers;
· Tracking and reporting of Global Fund expenditure;
· Tracking and reporting of REACH expenditure;
· Management of the UNFPA/ WFP partnership invoicing and Third Party Agreement (TPA) creation;
· Perform other related duties as required.
Qualification
Education:
Completion of secondary school education. A post-secondary certificate in the related functional area such as financial management, accounting or audit.
Desired Experiences for Entry Into the Role:
Preferable to have at least four or five years of experience in the field of finance, accounting, and audit, has experience in collecting and monitoring financial data on projects and programmes, assessing financial health and status, and reporting findings to senior leaders.
Knowledge:
Experience utilizing computers, including word processing, spreadsheet and other WFP standard software packages and systems. General knowledge of UN system financial policies, rules, regulations and procedures. Specialized knowledge of WFP financial and administrative rules and regulations and policies and practices in the specific area of work is an asset.
Language:
Fluency in both oral and written English and Myanmar.
