Responsibilities include:
* Coordinate the youth programme and closely follow up on project management, supervision (monitoring, evaluation and remedial actions), ensuring timely and professional project implementation in term of activities, budget management according to approved internal plans, and agreements with partners.
* Administer program funds efficiently in line with donor requirements and NPA financial policies and standards.
* Develop and provide proper and timely reporting to donors.
* Prepare concept notes, proposals, budgets and reports to donors.
* Ensure close follow up with partners at all levels (proposal, reporting, auditing, M&E, technical and activities level).
* Provide technical support to local partners in program planning, proposal writing (including log frame), achieving outputs and outcomes, implementation, monitoring and reporting;
* Track program activities and budgets to ensure timely and quality program implementation.
* Report on all issues pertaining to project management, partners, activities, budget and internal issues.
* Closely follow up with the partners on the narrative and financial reporting.
* Monitor developments in Lebanon and the Syria Crisis related to humanitarian and development needs.
* Monitor constantly and report monthly on the Palestinian refugees, Syrians, and host community’s youth situation in Lebanon.
* Investigate the development of new additional projects in the youth and education sector.
* Stay abreast of new developments within youth programming, education, life skills, and youth empowerment research and modalities.
* Work with NPA staff to ensure synergies and learning across sectors between programmes, such as with the livelihoods coordinator and protection coordinator.
* Coordinate with NPA Monitoring and Evaluation Expert to safeguard quality assurance of all proposals and monitoring systems.
* Perform other duties as assigned by Programme Manager.
EXPERIENCE REQUIRED
Professional competencies
* Has 3-5 years of experience from project and/or programme coordination.
* Strong project management skills and sound understanding of programme design and implementation.
* Experience and enthusiasm for working within the partnership model, organizational development of partners, and capacity building of local actors (NGOs, CBOs, movements).
* Sufficient experience and knowledge of effective financial and budgetary control and grant management.
* Broad experience from proposal writing, donor reporting, and logical framework approaches, monitoring and evaluation.
* Has excellent knowledge of the political situation as well as the regional and cultural differences in Lebanon and the region.
* Has excellent knowledge about the development and humanitarian situation in Lebanon and the various UN bodies and coordination structures and the region.
* Has excellent knowledge about the youth situation in Lebanon and especially in the Palestinian community
* Has excellent experience and knowledge about youth programming, informal and formal education and vocational training and needs, as well as market and employability research and analysis.
* Vast knowledgeable on the situation of Palestinians refugees and Palestinian camps and gatherings in Lebanon, but also the situation for poor Lebanese and Syrian refugees.
EDUCATION DEGREE
- Relevant University Degree (Master Degree in relevant field of education is an advantage).

* Fluent in English and Arabic. French skills are an asset.
* Ability to prioritize tasks and excellent time management skills.
* Excellent communication skills, efficient and proven relationship management and interpersonal skills with strong leadership, mentoring, influencing and negotiating skills.
