Lebanon: Livelihood Specialist

PURPOSE OF POSITION

To provide guidance and overall technical support in order to enhance World Vision Lebanon’s capacity in the Livelihoods sector as well as to oversee the implementation of Livelihoods related activities with both Lebanese communities and Syrian refugees. His/her role will also be to ensure development and implementation of the WV Lebanon National Program strategy in collaboration with relevant stakeholders, providing leadership in technical programming for Livelihoods across all sectors.

MAJOR RESPONSIBILITIES

  1. Program Development

  2. Lead the process of national level strategic Livelihoods planning on evidence based models and approaches and in alignment with Government strategies.

  3. Design and/or provide input to Livelihoods projects based on needs assessment findings, evidence based information and analysis targeting the most vulnerable.

  4. Formulate guidelines, processes, measurements, and standards for the design, implementation, monitoring, and evaluation of Livelihooods projects in collaboration with the Design Monitoring and Evaluation team.

  5. Contribute to developing sector budget and identify/address funding gaps with Programmes, Logistics and Finance.

  6. Contribute to the recruitment of relevant project staff when needed.

  7. Determine sector organizational structure and staffing plan and ensure reviewing/adjustments of JDs/ appropriate budgets as well as contribute in setting of performance indicators.

  8. Compliance

  9. Ensure sector programme and project logframes refer to technical standards, government standards, Sphere Standards, WVI Humanitarian Accountability and Protection and established and evidenced models and approaches.

  10. Ensure compliance to donor requirements.

  11. Capacity Building

  12. Assist staff in understanding and adapting project models to local contexts in alignment with local strategy.

  13. Identify the capacity needs in the area of Livelihoods and develop plans for building the capacity of the projects staff and partners in collaboration with P&C department and Program Managers.

  14. Relationship building and Networking

  15. Represent World Vision at interagency coordination and donor meetings on Livelihoods.

  16. Strengthen and establish a strong network of national partners and stakeholders related to the Livelihoods sector.

  17. Liaise and network with other WV entities within the partnership for sharing and dissemination of best practices, information access, and resource acquisition.

  18. Share with management alarming trends or new parameters that could affect the implementation of current or future projects in urban areas.

  19. Learning and Research

  20. Ensure most recent assessments and findings on the Livelihoods needs in Lebanon are taken into consideration in new proposal development and in current projects implementation.

  21. Ensure experiences and lessons learned are shared among the team of Livelihoods field staff.

  22. Collaborate with local and/or international research institutes in-country and identify potential opportunities for joint research initiatives.

  23. Disseminate learning internally (WVL, MEER, Hubs, CoPs, etc.) and externally (Working groups, clusters, partners, appropriate forums, etc.)

  24. Identify new trends and opportunities to feed in new urban approaches, projects models or technical approaches.

  25. Support Implementation, monitoring and reporting

  26. Provide ongoing assistance and coaching to related field staff in order to ensure timely and quality implementation of projects ’activities.

  27. Conduct periodical field trips to monitor progress of related programs/projects and suggest appropriate evidence-based adjustments.

  28. Provide inputs all sector relevant project reports.

  29. Transition, Sustainability and Other

  30. Ensure that Sustainability and Transition principles and activities are incorporated in Design and Implementation.

  31. Ensure compliance of Livelihood strategy and programs to gender principles, child protection practices, Do No Harm, etc.

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor Degree in Economy or Business or any other related sector.

  • Master Degree in Economy or Business or any other related sector.

  • Has experience in working with UNHCR, MOSA, Ministry of Labor, and relevant Livelihood donors.

  • Innovative thinking, partnership building and problem solving skills

  • Strong understanding of Livelihood systems, established Livelihood practices, Minimum Economic Recovery Standards, EMMA, etc.

  • Good analytical and writing skills

  • Good interpersonal skills and cross-cultural sensitivity, abilities to work in a team

  • Fluent in written and oral communication in Arabic and English

  • Minimum of 3 years of experience in Livelihoods programming in Development and Recovery settings

  • Experience participating in program assessment, design, implementation, monitoring and evaluation processes.
