Team Leader, Formative Evaluation of UNICEF Myanmar Young Child Survival and Development Strategy (YCSD) and Programme Performance, Myanmar

Proposal Objective:
The purpose of this formative, learning-oriented, evaluation is to assess the YCSD strategy and programme performance in reducing under-five mortality in Myanmar. The evaluation is expected to promote learning for evidence-based advocacy on health systems strengthening to achieve sustainable child health outcomes in Myanmar. Key audiences of the evaluation include the YCSD programme and senior management within UNICEF; additional users will include the Government of Myanmar, UNAIDS, UNFPA, WHO, World Bank and other development partners.
The evaluation has a broad focus covering the assessment of UNICEF YCSD strategy and programme investments, and it will also examine the performance of the YCSD programme at the national and sub-national levels, where under-five mortality is a concern. The period covered by this evaluation spans from mid-2013, with the extensive mid-term review process and reorientation of the current programme strategy, to the present.
Position Description:
SI is seeking a Team Leader consultant to lead the evaluation of the UNICEF programme, and be responsible for quality assurance, team supervision and the final report. This is a six-month evaluation, anticipated to start September 12th, 2016 and end February 2017. Level of effort would be about 60 days across the six-month period.
Responsibilities:
- Lead the evaluation from start to finish.
- Manage the evaluation team
- Oversee the bulk of data collection, analysis and consultations in Myanmar.
- Conduct and synthesize report drafting in English.
- Present and communicate the evaluation results.
Qualifications:
- At least 15 years’ experience leading and participating in evaluations.
- Excellent understanding of evaluation principles and methodologies, including capacity in an array of qualitative and quantitative evaluation methods, process evaluation, and UNEG norms and standards.
- Master’s or Ph.D. degree in public health.
- Sound knowledge of health policy and system aspects, familiarity with nutrition, WASH, HIV/AIDS and social protection.
- Strong commitment to delivering timely and high-quality results, i.e. credible evaluations that are used for improving strategic decisions.
- In-depth knowledge of the UN’s human rights, gender equality and equity agendas, coupled with technical knowledge of rule of law and justice sector reform.
- Proven team leadership and management track record.
- Excellent interpersonal and communication skills to help ensure that the evaluation is understood and used.
- Demonstrated mixed-method evaluation background.
- Specific evaluation experience in the public health area is strongly desired, with a collective understanding of issues relating to systems strengthening from a UN or INGO perspective.
- Previous experience of working in a South-East Asian context is desirable, together with understanding of Myanmar context and cultural dynamics.
- Must be committed and willing to work independently, with limited regular supervision.
- Must demonstrate adaptability and flexibility, client orientation, proven ethical practice, initiative, concern for accuracy and quality.
- Must have the ability to concisely and clearly express ideas and concepts in written and oral form as well as the ability to communicate with various stakeholders in English.
- Ability and willingness to travel to Myanmar.
