Team Member, Formative Evaluation of UNICEF Myanmar Young Child Survival and Development Strategy (YCSD) and Programme Performance, Myanmar

Social Impact (SI) is a Washington, DC-area international development management consulting firm. SI’s clients include US government agencies such as USAID, the Millennium Challenge Corporation, the US Department of State, bilateral donors, multilateral development banks, foundations, and non-profits.

Proposal Objective:

The purpose of this formative, learning-oriented, evaluation is to assess the YCSD strategy and programme performance in reducing under-five mortality in Myanmar. The evaluation is expected to promote learning for evidence-based advocacy on health systems strengthening to achieve sustainable child health outcomes in Myanmar. Key audiences of the evaluation include the YCSD programme and senior management within UNICEF; additional users will include the Government of Myanmar, UNAIDS, UNFPA, WHO, World Bank and other development partners.

The evaluation has a broad focus covering the assessment of UNICEF YCSD strategy and programme investments, and it will also examine the performance of the YCSD programme at the national and sub-national levels, where under-five mortality is a concern. The period covered by this evaluation spans from mid-2013, with the extensive mid-term review process and reorientation of the current programme strategy, to the present.

Position Description:

SI is seeking a Team Member consultant to support the evaluation of the UNICEF programme, specifically with fieldwork, debriefing and writing the final report. This is a six-month evaluation, anticipated to start September 12th, 2016 and end February 2017. Level of effort would be about 60 days across the six-month period.

Responsibilities:

  • Conduct data collection, analysis and presentation.
  • Prepare the debriefings.
  • Make significant contributions to the writing of the main evaluation report.

Qualifications:

  • Master’s degrees in public health, public policy or similar.
  • Significant experience in applied research or M&E with some exposure to public health programmes.
  • At least one team member will have expertise in equity, gender equality and human rights based approaches to evaluation and expertise in data presentation and visualisation.
  • The second team member will have child protection programming or monitoring and evaluation expertise.
  • Solid expertise working with public health data (i.e., statistics, monitoring, etc.) so long as the Team Leader takes responsibility for building the Team Members’ capacity to collect primary data.
  • Desired to have hands-on experience in collecting and analysing quantitative and qualitative data.
  • Must be committed and willing to work in a complex environment and able to produce quality work under limited guidance and supervision.
  • Must have good communication, advocacy and people skills and the ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts in written and oral form.
  • Excellent English communication and report writing skills.
  • Ability and willingness to travel to Myanmar.
