Expertise France is a French public agency created on 1st January 2015 after the merger of 5 public agencies under the tutelage of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter- ministerial vocation. EF offers project engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Carrying out large-scale, multi-stakeholder projects, EF can ensure the cooperation between individuals, teams and institutions with very different statuses, cultures and specialties. Besides, EF has acquired a sound experience in administrative and financial management of large-scale international projects and is accredited by the European Union for the management of delegated Community funds.
Context
The Middle East is currently experiencing a profound crisis. The conflicts in Syria and Iraq are both a reflection and a transmitter of this crisis, with growing potential to further destabilise neighbouring countries and the wider region. These crises have resulted in a humanitarian disaster affecting more than 13.5 million people who were forced to flee their homes from Syria, and more than 17 million people in need of humanitarian aid (12.2 in Syria and 5.2 in Iraq).
Lebanon is now home to the largest number of Syrian refugees per capita relative to its total population, putting a severe strain on the country’s fragile infrastructures, economy, and security. The population of Lebanon was estimated at about 4.8 million (including almost half a million Palestinian refugees) in 2013. Even though Lebanon has not signed the 1951 Refugee Convention, up to date it has taken in about a fourth of its own population. According to UNHCR, in December 2015 1,835,840 persons from Syria were registered as refugees in Lebanon.1 In the Lebanon Crisis Response Plan 2015-2016 (LCRP), the total number of people living in Lebanon is estimated at 5.9 million, with 3.3 million people in need. Among the Syrian refugee population in Lebanon, which today comprises over 1.5 million people2, the Bekaa Valley contains the highest concentration of refugees, with over 400,000 registered with UNHCR.3
In Lebanon, Expertise France ensures the consistency and the coordination of projects co-implemented by local civil society organisations for the benefit of both Syrian refugees and Lebanese host communities. Projects mainly address difficulties for communities to access services: informal education, protection, skills trainings and health.
*The programme seeks to improve social stability between communities in Lebanon through a comprehensive and local approach to informal education of adults and children. To do so, actvities will revolve around two pilars: (i) informal education of children and (ii) skills development for adults, with several crosscutting activities to support the aforementioned two pilars.* Expertise France will adopt a comprehensive approach to services provision in specific area**s**,** through two major elements: the first is the establishment of four community centres which will offer developmental services to both the refugee population and the local host community. The second element is the creation of four learning centers delivering non-formal education curricula.
Provid**ing** skillstrainings to both Lebanese and Syriancommuni**ties**
A=>Non certified courses
This activity seeks to provide key skills development trainings and capacity building activities to Syrian and Lebanese women and men, in order to increase their capacity to both contribute to their self-development, well being and become a constructive member of society. The program will be split between professional and educational activities, all of which intend to increase the participants’ quality of life. Professional and educational capacity-building courses could be comprised of the following non exhaustive list: hairdressing, beauty, fashion design, photoshop, ICDL, first aid, Autocad, accounting, Project Management and English. Other fields should be envisaged as potential targets.
B=>Certified vocational courses
Alongside the skills development trainings organised within the programme, certified vocational courses will be offered through the Lebanese engineering school CNAM (Conservatoire des Arts et Métiers). In this part of the project, the role of the community centres will consist in refering participants who are deemed eligible to follow certified courses.
Rapid market assessment & Survey o**f local econom**y and l**abor m**arket in Central and West**ern Bekaa Valle**y**
During the inception phase of the project (1st of June to 31st of August 2016), EF partners will conduct a rapid localmarket assessment to confirm that the non certified courses proposed in the community centres are adapted to and based on local labour needs.
In parallel, an external consultant will conduct a rapid survey oflocal economy andlabour market** in South and West Bekaa valley taking into consideration existing research documentation released by international and national organisations, project needs and budget as well as local specifications.
The findings of both surveys will be confronted in a presentation meeting organised by EF. A report based on this meeting will be drafted by the consultant. It will list specific sectors where it is expected that trainings (certified trainings through CNAM and non certified trainings provided in community centres) will potentially create economic opportunities or employment redevelopment It will also recommend which population categories to target for each of the afore mentioned sectors.
The Consultant:
Shall organise and conduct the survey on local economy and labour market in Central and Western Bekaa during the 30th of July to 31st of August 2016 (5-6 days)
Shall select if needed a national competent assessor (University student of economics, a researcher) to conduct the survey.
Shall coordinate with the rapid local market assessment conducted by EF partners.
Shall coordinate with different stakeholders such as local autorities, local private companies, Chamber of Commerce and Industries, community members and leaders.
Shall provide technical specifications and details, concerning the methodology he/she plans to use to conduct the survey and draft the final report.
Shall draft a comprehensive report based on his/her survey and the final consolidation meeting held with EF partners.
Requested Profile
Master degree or equivalent university diploma in Project Management, Economy.
Solid experience in rapid assessment and reporting skills.
Excellent knowledge of local labor specification of Lebanon
Professional working knowledge of Arabic and English is required
