About the mission:

As the Syria Crisis is in its fifth year, humanitarian needs inside Syria and in neighboring countries continue to rise. Given the regional instability, the Lebanese political deadlock and poverty, the population influx has put Lebanon under severe strain. As Lebanon has maintained an open border policy, and with more than 1,000,000 refugees registered with UNHCR, one out of five residents in the country is now a refugee. Due to the recent closure of the borders with Syria, no massive new comers’ influx has been reported in Lebanon since the end of 2014.

In order to address the immediate needs of both Syrian refugee and Lebanese host families affected by the Syria crisis, SOLIDARITES INTERNATIONAL (SI) has launched in March 2013 its operations in North Lebanon, in T5 and Akkar and in June 2016 operations in Bekaa.

Responding to the most essential needs of the populations affected by the Syrian crisis, SI intends to improve their living conditions and enhance their livelihood.

How the mission is organized:

The country coordination is based in Beirut, while the operational bases in Lebanon are located in Tripoli, Halba and Zahle. Halba and Zahle are the 2 new bases that opened in May / June 2016.

In Zahle, there is about 40 national staffs and 4 expatriates.

About the job:

Under the technical supervision of the Finance and HR Coordinators and direct supervision of the Field Coordinator, the administrator carries out administrative, accounting, financial management of his/her base, in compliance with donor and SOLIDARITES International procedures.

He/she also organizes administrative support to the programs.

Under the technical supervision of the HR Coordinator, he/she also ensures that Solidarités International’s Human Resources policy and procedures are properly implemented

He supports, monitors and trains the members of his/her administrative team.

He/she assists the Field Coordinator in implementing security rules and procedures**.**

Objectives of the position

  • Support the opening of a new base in Zahle
  • Implement all SI tools and procedures for the base
  • Recruit and train the new Admin team and train program/log team on finance tools

Your profile

Education:

University Degree in international organization management, economy or other relevant field. Strong experience may substitute for formal education.

Experience:

  • At least 1 year experience on the field on administrative positions
  • Experience in excel, word, SAGA and HOMERE
  • Excellent organizational and prioritization skills and the ability to multi-task and support
  • Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency responses
  • Previous experience with SI an asset

Technical skills and knowledge:

  • Very good command of HR and Administrative procedures
  • Problem solving and analytical skills with the ability to assess challenges and recommend solutions
  • Strong management, training/capacity-building skills
  • Computer literacy with very good command of MS Office Suite

Soft skills and spirit:

  • Autonomy
  • Diplomatic skills
  • Respect of security rules
  • Flexible (will have to take on responsibilities that might not be directly on his/her JD)
  • Adaptability to changing work environment and possible volatile security situation
  • Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads

Languages:

  • Fluent English: speaking, reading and writing skills
  • Arabic and French are assets

Others:

  • Commitment to the fundamental principles of SI’s charter and ethos

We offer

SI will offer you:

A salaried post: according to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 750 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
