CONTEXT

Handicap International has been present in the Middle East since 1987. The organization currently operates in 7 countries in the region: Egypt, Iraq, Jordan, Lebanon, Syria, the Palestinian Territories and Yemen through development and emergency programs.

HI decided to develop and strengthen a regional strategy along 5 central points:
1.Disability and Vulnerability Focal Point (DVFP)
2.Global rehabilitation (Physical rehabilitation and Psychosocial Support Services)
3.Response to Basic Needs/ Support to Emergency Livelihoods
4.Inclusion
5.Risk Education

HI intervention in Lebanon aims at mitigating the impact of the current Syrian crisis in 2 provinces of Lebanon (North Lebanon and Bekaa Valley), by reducing the vulnerability of the most vulnerable Syrian-crisis affected persons, including persons with injuries and/or disabilities, and by supporting their families.

HI ERD mission in Lebanon was opened in April 2012 to implement the above-mentioned activities. As of 2015, HI-Lebanon team has expanded significantly with 15 expatriates and 230 local staff members.
HI intervenes in the Bekaa and North governorates (Tripoli T5 and Akkar) through two operational bases located in Zahle (Bekaa) and Tripoli (North).
As of October 2015, donors funding HI mission in Lebanon are BPRM, ECHO, DFID and Region Rhône-Alpes. Hi is currently revising its programming in Lebanon and adapting its HR setup.

DESCRIPTION

Under the direct responsibility of the Operations Coordinator and in close cooperation with the Lebanon coordination team, he/she will be in charge of:
1.Ensuring the security of the staff members, operations and means related to the program under his/her responsibility;
2.Ensuring the coordination of the program implemented in your area (operational, human resources, material or financial aspects);
3.Representing Handicap International towards local authorities and partners at local level;
4.Guaranteeing application and respect of logistics, administrative and financial procedures, based on the direct supervision and support to the Administrative and Logistics Managers;
5.Ensuring the operational management of the team placed under his/her responsibility (international and national staff);
6.Participating in strategic direction of mission as part of the coordination team.
7.Ensuring smooth and regular communication flow to and from the coordination team, reporting activities by all member of your team toward coordination team.
8.Coach and build capacity of the Deputy Field Coordinator

Place of work: Tripoli, North, with regular field travel.
Under the direct hierarchical responsibility of the Head of Mission (HOM)
He/her is the direct hierarchical manager of:

  • The Admin Manager
  • The Log Manager
  • The Project Manager
  • The M&E Officer

PROFILE

Educational background and experiences:

  • University diploma
  • Minimum 3 years in the humanitarian field with at least 1
  • Experience as field coordinator / base manager in an INGO;
  • At least 1 year experience in project management with knowledge of project cycle management and tools
  • Previous experience in the Middle East a plus
  • Experience in emergency and post-emergency contexts.

Skills:

  • Strategic level analysis and planning ability
  • Ability to work under high pressure with a great level of personal organisation;
  • Strong communication, analysis and reporting skills - Experienced team manager;
  • Proficient command of Microsoft Office Package
  • English mandatory (oral and written);
  • French and Arabic language skills considered a plus

  • Professional sense of security and confidentiality
  • Strong interpersonal and intercultural skills;
  • Motivation to work in a volatile and unsecure environment;

CONDITIONS

Status:

  • Salaried contract. Salary according to the position and experience of the candidate + 457€/month of expatriate indemnity + cost of living index according to the living base
  • voluntary contract: voluntary indemnities + local perdiem according to local cost of living
    Insurance package: Ilness insurance, retirement pension, repatriation
  • Beginning: 16/11/2015
  • Lengh: 4 months
