Handicap International is composed of 2 operational divisions:
• Humanitarian Action division (DAH)
• Development Division

CONTEXT
Handicap International’s Emergency Response Division is present in Syria since January 2013, as well as in Jordan and Lebanon since May 2012, and is supported by ECHO, BPRM, DFID, Swiss cooperation agencies and other private donors. With over 350 emergency team members in the region, Handicap International has reached over 100,000 beneficiaries to date.
Handicap International’s initial intervention aimed at supporting persons with injuries and other extremely vulnerable groups (including persons with disabilities, elders, among others). Handicap International continues to be one of the few organizations explicitly addressing the specific needs of these groups through community outreach, and by collaborating with community representatives, local stakeholders, authorities, and other implementing organizations in the field.
HI decided to develop and strengthen a regional strategy along 5 central points:

  1. Disability and Vulnerability Focal Point (DVFP)
  2. Global rehabilitation (Physical rehabilitation and Psychosocial Support Services)
  3. Response to Basic Needs/ Support to Emergency Livelihoods
  4. Inclusion
  5. Risk Education

HI Humanitarian Action Division’s intervention in Lebanon aims at mitigating the impact of the current Syrian crisis in 2 provinces of Lebanon (North Lebanon and Bekaa Valley), by reducing the vulnerability of the most vulnerable Syrian-crisis affected persons, including persons with injuries and/or disabilities, and by supporting their families.
HI ERD mission in Lebanon was opened in April 2012 to implement the above-mentioned activities. As of 2015, HI-Lebanon team has expanded significantly with 15 expatriates and 230 local staff members.
HI intervenes in the Bekaa and North governorates (Tripoli T5 and Akkar) through two operational bases located in Zahle (Bekaa) and Tripoli (North).
As of October 2015, donors funding HI mission in Lebanon are BPRM, ECHO, DFID and Region Rhône-Alpes. Hi is currently revising its programming in Lebanon and adapting its HR setup.

DESCRIPTION

Under the supervision of the Deputy Head of Mission, his / her role is to guarantee the quality of HI Psychosocial activities in line with HI ERD emergency approach, and as part of the on going program:
• To participate actively in the design and implementation of the Psychosocial Strategy
• To provide technical support at all mission levels (from frontline workers to Head of Mission) to ensure quality implementation of the Psychosocial interventions.
• To identify, train and support a National PSS Supervisor in order to upkeep the strategy of nationalisation of the technical support team
• To provide close technical support to Psychosocial workers and Psychologist as well as dedicated technical support to the Project Managers and Officers.
• Participate in regular reports on activities and documents to ensure the capitalization of the project.
• Representation: Participation to technical working groups as per requested by the line manager
• Ensure MHPSS technical coordination with other HI DAD teams in the country on MHPSS necessary coordination related to the implementation of activities, the techncial related representation as well as the MHPSS strategy in the country all this under guidance by your line manager

• Always respect of beneficiaries’ confidentiality.
• Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
• Address needs and requests in a professional way.
• Report any incident or act that causes any harm to a beneficiary or to others.

PROFILE

• Compulsory Master Psychology degree or equivalent Master degree with relevant experience
• At least 4 years of professional experience working as a Psychologist
• At least 2 years of professional experience as Technical support to PSS activities in humanitarian interventions
• Experience in PSS during emergency, preferably with Handicap International.
• Strong interpersonal and intercultural skills
• Strong communication and reporting skills
• Ability to work under high pressure and without constant supervision
• English mandatory (oral and written), Arabic and / or French would be an asset
• Dynamism, high level of motivation

CONDITIONS

Status

  • Salaried contract. Salary according to the position and experience of the candidate + 457€/month of expatriate indemnity + cost of living index according to the living base
  • voluntary contract: voluntary indemnities + local perdiem according to local cost of living

Starting date: 16/11/2015
Length of the assignment : 5 months
