Project Summary: The Building Alliances for Local Advancement, Development and Investment Project (BALADI**)** aims to improve public service delivery at the local and regional levels, promote community participation in local governance decision-making, increase access to reliable and affordable public services, and support participatory and accountable local governance. The goal of BALADI is to achieve sustained and broad-based economic growth by engaging with municipal government institutions, Lebanese-registered civil society organizations and private sector businesses. The BALADI CAP program is a 5-year, USAID-funded project that complements and bolsters the activities of the BALADI project by providing organizational capacity-building assistance to local civil society organizations and municipalities in the implementation of joint municipal/CSO projects.

The Civic Engagement Initiative under BALADI CAP seeks to broaden the democratic space for citizen participation in public affairs by creating platforms for informed public debate and increased citizen engagement outside of sectarian and confessional lines. This will be accomplished through grants provided for the creation of issue-based CSO networks and coalitions led by selected Intermediate Support Organizations (ISOs), which will support advocacy-related activities around the selected priority issues.

Position Summary: MSI seeks to hire a Senior Program Specialist to provide overall technical assistance in the planning for and management of the CEI component at BALADI CAP. He/she will ensure the soundness of advocacy approaches in applications for funding, participate in evaluations of funding proposals, oversee the reasonableness of technical applications of potential grantees, ensure clarity and coherence of technical language within MSI-grantee contracts, and oversee the work of CSO specialists throughout all stages of grant implementation.

Responsibilities:

  • Under the direction of the Chief of Party (COP), the Senior Program Specialist will provide technical assistance, guidance and support in developing strategic approaches and oversight in the planning and implementation of BALADI CAP Civic Engagement Initiative activities to ensure that goals and objectives are achieved.
  • Assist Deputy Chief of Party (DCOP) with supervision and oversight of the BALADI CAP Grants Manager, Junior Grants Manager and CSO Specialists during implementation of all project activities.
  • Provide the overall design, and manage implementation of any grants programming cycles and ensure effective reporting to the DCOP.
  • Coordinate and contribute to the timely preparation of all required CEI deliverables, such as quarterly and annual reports, work plans, PMPs, and success stories, as requested by the COP.
  • Maintain and strengthen cooperative relationships with key stakeholders.
  • Ensure the timely and quality completion of CEI technical deliverables and reports in accordance with USAID guidelines.
  • Oversee the grants mechanisms, ensuring all grant application processes are implemented in an open, transparent and efficient manner, and that staff monitor grants to keep them on schedule and within the parameters set by each grant agreement.
  • Assist in the preparation of program reports.

Qualifications:

  • Master's Degree or higher in a relevant field, i.e. public administration, public policy, agricultural economics, public health, development studies or related field.
  • Minimum of 7 years of experience in similar programs
  • Demonstrated expertise in managing programs (preferably in an advocacy field)
  • Demonstrated experience in successfully managing technical experts in program implementation, preferably on USAID-funded or other international donor-funded projects.
  • Excellent written and spoken communications skills required.
  • Fluency in written and spoken Arabic and English required.
