NRC’s activities in Myanmar currently focus on the South eastern region along the border with Thailand with plans in place to expand to Kachin/N. Shan States and Rakhine State. NRC’s current activities include rapid issuance of civil documentation, reconstruction of durable shelter, permanent schools, and vocational education, all managed from six field offices.
The NRC Information, Counselling and Legal Assistance program in Myanmar has developed a programme in North West área of Myanmar (Rakhine and Kachin) aimed at promoting durable solutions for persons affected by forced displacement. NRC ICLA works towards promoting access to reliable information for refugees and Internally Displaced Persons to enable them to make informed decisions over durable solutions. Moreover, NRC ICLA is strengthening its activities in Housing, Land and Property Rights (HLP) in light of the needs for facilitated land registration, awareness raising and collaborative dispute resolution at the village level.
NRC is seeking a highly qualified and motivated ICLA Project Manager (PM) with good knowledge of Housing, Land and Property, an excellent understanding of protection principles and the rights of returnees, IDPs and refugees as well as knowledge of citizenship and statelessness issues. The ICLA PM will focus on establishing and consolidating an ICLA team in the North West, including start up of HLP activities, implement the ongoing access to civil documents activities and participate in citizenship and statelessness related projects. The ICLA Project Manager reports to the NRC North West Area Manager.

Job description
- Develop, coordinate and manage a ICLA Core Competency (CC) project in line with proposals, strategies and donor requirements.
- Manage, train and develop the ICLA CC team
- Ensure high technical quality and transparent processes
- Adherence to CC tools and handbooks and other NRC policies
- Represent ICLA CC in internal and external forums
- Responsible for project documentation
- Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements.
- Ensure transparent and cost efficient procurement of goods
- Promote the rights of IDPs/returnees, explore and assess new and better ways to assist
- Implement project specific protection priorities
- Ensure efficient design, smooth start-up and implementation of the ICLA project in North West
- Establish good working relation with donors, international organisations, interna-tional NGOs, local authorities, CBOs and communities, in order to consolidate the ICLA´s programme in the North West.
Qualifications
- Minimum 3 years of experience from working as a Project Manager in a humanitarian/recovery context
- Experience from working in complex and volatile contexts
- Technical Core Competency expertise (ICLA), including some knowledge on international standards on Housing, Land and Property rights and access to nationality and statelessness issues in relation to forced displacement
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Experience with start-up, exit or similar
- Knowledge of the context in Myanmar an advantage
- Fluency in English, both written and verbal
- Valid driver’s license

We offer
- Contract period: 12 months
- Salary/benefits: According to NRC’s general directions
- Duty Station: Maungdaw (North Rakhine) with 50% travel
- Commencement: November 2016
- This is an unaccompanied post/non family duty station, with shared housing/accomodation of moderate standard.
