Myanmar: Education in Emergency Project Manager, NRC Myanmar

NRC’s activities in Myanmar currently focus on the South eastern region along the border with Thailand with plans in place to expand to Kachin/N. Shan States and Rakhine State. NRC’s current activities include rapid issuance of civil documentation, reconstruction of durable shelter, permanent schools, and vocational education, all managed from six field offices.

The purpose of the Education in Emergencies Project Manager is to manage the implementation of the Myanmar Humanitarian fund project in Kachin state and the activities of the newly formed EiE intervention and DRR team across Myanmar. The Education in Emergency Project Manager reports to the NRC North West Area Manager.

Job description

Generic responsibilities:

  • Develop EiE programming in coordination with the Education PDM.
  • Compliance and adherence to NRC policies, CC tools, handbooks and guidelines
  • Responsible for the development and management of funding proposals, project budgets and donor reports
  • Overall management of project staff
  • Implement technical direction and ensure high technical quality of project/s
  • Coordinate and manage Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Ensure capacity building of project staff and transfer key skills
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:

  • Coordinate with Area Office management to ensure the provision of Education in Emergencies and Youth Programming
  • Technically support the construction of temporary learning spaces (TLSs)
  • Design and develop Education in Emergency programme, including psychosocial response through education, approaches and activities that can be piloted and expanded to other NRC locations in Myanmar
  • Build capacity of education teams to operationalize quality, timely and comprehensive EiE activities in Myanmar.

Qualifications

Generic professional competencies:

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context with extensive experience of education/ DRR construction and emergency education responses.
  • Experience from working in complex and volatile contexts
  • Technical CC Education expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license

Context/ Specific skills, knowledge and experience:

  • Knowledge of North Myanmar context an advantage
  • Knowledge of local languages – Myanmar and Karen languages is an advantage
  • Experience with managing EiE including construction programs is essential

We offer

  • Contract period: 12 months with possibility for extension
  • Salary/benefits: According to NRC’s general directions
  • Duty Station: Bhamo (Kachin state) with 40% travel
  • Commencement: November 2016
  • This is an unaccompanied post/non family duty station, with shared housing/accomodation of moderate standard.
