About the context:
As the Syria Crisis is in its fifth year, humanitarian needs inside Syria and in neighboring countries continue to rise.
Given the regional instability, the Lebanese political deadlock and poverty, the population influx has put Lebanon under severe strain. As Lebanon has maintained an open border policy until end of 2014, and with more than 1.033,513 Syrian refugees registered with UNHCR, one out of five residents in the country is now a refugee. Due to the closure of the borders with Syria, no new comers are reported in Lebanon since the end of 2014.
In order to address the immediate needs of both Syrian refugee and Lebanese host families affected by theSyria crisis, SOLIDARITES INTERNATIONAL (SI) has launched in March 2013 its operations in North Lebanon and Bekaa.
In 2014, SI with 5 other NGO (SCI, IRC, CARE, ACTED and WVI) launched the Lebanon Cash Consortium (LCC) to provide support to the most vulnerable households through Multipurpose Cash Assistance to bridge shortfalls between incomes and expenditures.
About the job:The Lebanon Cash Consortium (LCC) brings together six leading international NGOs to deliver multi-purpose cash assistance to approximately 18,500 socio-economically vulnerable refugee households using a harmonized technical and delivery model. This Action directly benefits approximately 130,000 Syrian refugees living in Lebanon by enabling them to meet their basic needs in a dignified and flexible way. The consortium uses inter-agency agreed upon targeting methodologies to identify socio-economically vulnerable households for assistance. Targeted households receive multi-purpose cash assistance on a monthly basis to meet essential food and non-food needs in line with the inter-agency agreed Survival Minimum Expenditure Basket (SMEB) of approximately $175 per month. The consortium uses the one-card system to deliver cash assistance to beneficiaries (one card platform shared with UNHCR, WFP and UNICEF). As such, the consortium fully complements WFP-led food voucher assistance. This model has been piloted by the LCC with DFID funding and scaled up through ECHO funded support. Through robust monitoring, evaluation, accountability and learning systems, the LCC has been developing evidence and lessons learned to contribute to wider learning on multi-sector cash programming in Lebanon and beyond.
The TMG lead chairs the LCC Technical Management Group and ensures the full collaboration of all the Lebanon Cash Consortium (LCC) members to implement the program, ensuring its relevance and consistency, and developing new approaches.
This is a key position in the LCC organigram, the TMG lead working very closely with the Chief of Party and considering the size and the importance of the LCC in Lebanon, with all the key stakeholders in country.
Main tasksCoordination and representation**
- Facilitate the LCC technical and programmatic discussions and chair the TMG under the guidance of the Chief of Party (CoP)
- Ensure the active participation of all LCC members in the TMG Work with other LCC lead roles to ensure alignment and collaboration between LCC groups/forums (MEAL, Communication, IM, Finance, Grants).
- Coordinate the efforts to improve LCC programming and pilot new approaches
- Maintain strong and transparent communication with consortium partners
- Closely coordinate with the LCC MEL Manager (MEL lead) and the relevant LCC members to ensure a strong link between the ongoing technical discussions and research agenda.
- Facilitate the discussions/collaboration between the LCC and other programs/sector to improve the multi-sectoral dimension of the LCC program.
- Ensure LCC representation in external coordination meetings and leadership on technical discussions at national level by developing harmonized programmatic positioning with the rest of the TMG members
- Represent the LCC externally vis-a-vis donors/government actors when required by the CoP.
Programme quality, development and implementation
- Support the LCC in ensuring the relevance and consistency of the program vis-à-vis the needs of the affected populations.
- Work closely with the MEAL Manager and IM Manager to develop tools to monitor program quality and cost efficiency.
- Work with the TMG members to ensure minimum standard for implementation.
- Consolidate/document good practices and promote them among LCC members.
- Support the LCC and closely coordinate with relevant LCC members to build capacity and develop learning initiatives (link with CaLP/Training etc.).
- Work in close collaboration with the CoP to ensure efficiency and effectiveness of the programme.
- Support the LCC Awards Manager in the proposal writing process in coordination with TMG members (technical input).
- Closely coordinate with all TMG members and the LCC Awards Manager to ensure technical input is provided in a timely and qualitative manner for reporting purposes.
Institutional Knowledge Management
- Facilitate and track technical discussions (to feed into proposal and LCC strategy).
- Work with LCC members on documenting programmatic approaches and developing policy guidelines and standards, Standard Operating Procedures as well as technical guideline for implementation.
- Work with the LCC CoP, MEAL Manager, Communications Manager and Awards Manager to share lessons learnt/experience/procedures of the LCC in Lebanon and globally.
Strategy and vision
- Feed into the development of the LCC strategy with programmatic technical input based on the Lebanon context and in collaboration with all TMG members.
- Explore opportunities for innovation and different implementation approaches.
Information management
- Develop relationships with key stakeholders to facilitate information exchange.
- In close coordination with the MEL Manager and IM Manager identify data/analysis/information requirements to inform and adapt the programme accordingly.
- Support the LCC MEL Manager and IM Manager in data collection and data management.
