Who are we?

Danish Refugee Council has been operatingin the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.

DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job

The Logistics and Procurement Manager is responsible for managing theLogistics and Procurement Department in DRC Lebanon’s capital office in Beirut and for supporting improvements in itsoperations; this departmentconducts all large-scale programme procurement for the country as well as delivering logistical functionsincluding fleet, asset management and any related storage for the Beirut and South offices. The Logistics and Procurement Manager should manage resources and systems to maximise efficiency in delivery and ensureeffective supply chain management.

Duties and Responsibilities

• Manage the procurement department in Beirut to deliver procurement activities in line with the DRC Operations Handbook and ensure that these activities are timely, effective and efficient in meeting the needs of programme delivery, that they are compliant with DRC and donor procedural requirements, and that goods, services and works purchased represent value for money.

• Conduct national and international tenders for large scale procurements.

• Support the drafting of grant proposals, ensuring that logistics requirements and costs are adequately taken into account and that programme delivery timelines are feasible, and assist programme procurement planning.

• Develop registered supplier lists as well as framework agreementsand ensure procurements are effectively tracked.

• Manage DRC’s Beirut and South fleet in compliance with the DRC Operations Handbook, and enforce standard operating procedures on movement planning, vehiclemaintenance andmandatory equipment.

• Support the Procurement and Logistics Coordinator in ensuring country fleet size is appropriately balanced in terms of cost effectiveness vs meeting programme needs, by monitoring country fleet utilisation rates andproviding recommendations for rationalizationand increased efficiency.

• Ensure receipt, management and tracking of assets in compliance with the DRC Operations Handbook, and oversee tasks related to asset management.

• Responsible for managing rationalization, disposal and donation of assets in accordance with donor guidelines.

• Direct line managment of Beirut procurement and logistics staff ensuring clear lines of responsibility andappropriate segregation of duties.

• Build the capacity of the Beirutteam by providing job training and guidance.

• Support programme colleagues inunderstanding procurement and logistics procedures and support delivery of capacity building and training on request from the Logistics and Procurement Coordinator.

About you

To be successful in this role you must have 5 years of experience in logistics and procurement management.

Required qualifications

• Bachelor’s Degree

• Technical experience in delivering logistics and supply chain services, including procurement, transport and stock management, vehicleand fleet management

• Highly motivated, detail and solution oriented

• Excellent interpersonal and team skills

• Proficiency in the use of ‘office systems’ (Word, Excel, Powerpoint)

• Commitment to and understanding of DRC’s aims, values and principles

Desirable qualifications

• Degree in Logistics, Supply Chain Management or related field

• Experience of building and developing the capacity of staff through the use of training, performance management frameworks and development plans

• NGO sector experience, in particular in international and humanitarian contexts

• Experience with construction and rehabilitation service contracting and management

We offer

DRC will offer the successful applicant a one year contract, renewable dependent on both funding and performance. You should be available to start work from December 2016 and be willing and able to work in Beirut.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and Nationals; please refer to www.drc.ngo under Vacancies. This position will be placed at level D+ Basic Salary 2,472 USD.
