UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

Purpose of the Assignment

The Information Management Consultant will enable the UNICEF Lebanon Education Section have a comprehensive data management system to support its planning, fundraising, implementation, monitoring, and evaluation needs.

Background

Syria's conflict has generated a crisis not only inside the country but throughout the region. Now in its fifth year, it has resulted in the displacement of over one million people into Lebanon alone; creating an incredible burden on the Government, UN, humanitarian agencies and host communities.

Children and youth are being significantly impacted by the Crisis. Many refugee children are out of school; and those most vulnerable face intense difficulties in accessing and staying in schools. The UNICEF Education Programme has invested substantial technical and financial resources into the Lebanese public education system to provide these affected children with improved access to a quality education. In parallel, efforts are being made through non-governmental organisations to reach children who are not qualified to enter the formal education system.

With several years of education response programmes in partnership with education stakeholders in the Lebanon, UNICEF is a major contributor to the Education Sector. Parallel to implementing such large and complex programmes is the need to accurately collect data that will inform better planning and reporting.

A national Information Management (IM) working group is operational in Beirut, Lebanon for coordination and collaboration of IM needs. In addition to this, each sector has an IM focal point supporting both national and field level coordination. In this context, due the large intervention of UNICEF with the Ministry of Education and Higher Education, a dedicated information management officer is needed within the Education section to assist in data management, data collection, and result monitoring.

Assignment Tasks

  • Support the Education Section and Planning and Monitoring Unit in the collation and organisation of education-related data; stemming from UNICEF Education planning documents (AWP, HRRP, donor log frames, RACE)
  • Support data collection for all education activities implemented by UNICEF and its implementing partners (whether governmental or non-governmental)
  • Support UNICEF project officers in the collection and analysis of data related to specific projects (ALP, HS, etc.) or studies/surveys/evaluations as per needs of the Education Section.
  • Identify secondary data and information resources that are useful for education analysis
  • Develop a monthly education data sheet that will show most recent validated information, in collaboration with UN, NGOs and government stakeholders
  • Regularly review effectiveness of information sharing systems in the Education Section; and support in the role out of improved methods
  • Support the SPPM&E Section with preparing thematic, operational, planning mapping, needs, gaps per location
  • Promote and support training of partners, government and humanitarian personnel and capacity building of partners.
  • Provide data support to the Education Section's assessments, studies, and evaluations (OOSC, EHA evaluation)
  • Support Education Field Officers with their data needs if required (travel to the field may be needed)
  • Expected Deliverables

    Monthly deliverables include:

  • Monitoring and compilation of education results, data, and data reports
  • Training to stakeholders (UNICEF staff, implementing partners)
  • Production of mapping products
  • Qualifications of Successful Candidate

    Education

  • University degree in Social Sciences, Political sciences, Statistical Analysis, Communications, or related fields
  • Additional education experience in Geographic Sciences, Information Technology, and Information Systems are a considerable asset.
  • Years of relevant experience

  • Previous experience with Education Programmes in humanitarian or development contexts
  • Strong knowledge of Excel and relevant computer programs and software.
  • Understanding of GIS/Cartographic outputs and ability to collect and organize data to support their production (potentially to be produced by others);
  • Ability to present information in understandable tables, charts and graphs
  • Data storage and file management expertise
  • Fluency in Arabic and English required. French is an advantage.
  • Administrative Issues

  • The SSA will be reporting to the Education Specialist and will be technically supervised by the Education Information Management (NOB) of the PME section.
  • A computer equipped with the AARC GIS software and Microsoft VISIO should be provided to the consultant, similar to the software provided to the IM Education (NOB).
  • Under the consultancy agreement, a month is defined as 21.75 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays; any absence will be deducted from the negotiated payments.
  • Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
  • The selected consultant may not commence work or travel until the relevant individual contract has been duly approved, signed by both parties and returned to the HR section, together with the required documents and certifications.
