We are looking for a highly competent and dedicated Information Management Officer to strengthen DRC’s operations in Myanmar.
Who are we?
DRC has since 2009 been providing humanitarian assistance to people in need in Myanmar and since June 2012 broadened its presence via the Danish Demining Group (DDG) - DRC’s division for Mine Action. DRC is currently running programmes in Rakhine, Kachin, Northern Shan and Kayah States. The expansionand escalation of the conflictin Kachin and northern Shan State (NSS) since June 2011, with the associated displacement, barriers to access to services, and protection issues. In Rakhine, activities are targeting local vulnerable populations as well as the around 140.000 internally displaced persons (IDPs) that had to flee waves of violence in 2012. DRC implements a multi-sector response, delivering shelter, community infrastructure, Water Sanitation & Hygiene (WASH), Non-Food Items (NFIs), livelihoods and protection (including child protection) assistance, to Internally Displaced People (IDPs) and conflict-affected populations. DRC furthermore serves as the Camp Management agency for approximately 56,000 IDPs in rural Sittwe. The main operational areas in Rakhine are Sittwe, Pauktaw and Mrauk-U Townships. DRC’s protection programme in Rakhine, which started at the very onset of the violence, refers today to a broad spectrum of sectors in IDP camps as well as host/affected villages. It includes regular protection monitoring, related referrals, reporting, individual protection assistance to the most vulnerable and trainings for government officials and community leaders on rights of IDPs and conflict affected populations.
DRC/DDG Myanmar currently employs over 200 national and 20 international staff and operates from six operational offices.
About the job
This position is foreseen to support the programme and field teams to improve the information management and the understanding of the programmes implementation and outcomes. Information Management is a time critical intervention to support timely evidence based decision-making, and communication.
DRC is in the process of piloting and rolling out a new protection monitoring framework for Rakhine state, which includes specific tools to collect, process and analyses information/data. This is intended to track the evolution of the protection context and ensure an on-going evidence based analysis of the protection environment. This framework will evolve over time to include information looking at monitoring progress towards the achievement of durable solutions. While this is initially being piloted in Rakhine, it will roll out across all DRC sites in Myanmar. It is foreseen that the Information Management Officer will support the development, improvement of the tools and support DRC´s implementation of this framework/tools.
Moreover, DRC is in the process of strengthening its MEAL approaches in Myanmar, and this post is expected to manage the information from across the field sites. The Information management officer will be expected to pull together all output trackers and provide updates on progress of activities per project, per location and per sector.
The information management officer will also be expected to draw from the analysis of the data to improve DRCs communication. This will involve preparation of summaries of DRC’s work in Myanmar both geographically and sectorally and preparation of documents such as annual reports or donor specific follow up.
Specific duties and responsibilities
The duties include, but are not limited to the following:
- Provide Information Management services to the field teams, including assisting in designing methodologies for data collection, collation, analysis, dissemination processes relevant to the needs of the sectors – particularly the protection programme -, developing and improving data collection-process-storing and analysis systems
- Process data and disseminate information easily disaggregated for use in relevant programme materials. (i.e. briefings, reports)
- Maintenance of common datasets that are used by DRC-Myanmar and field teams
- Liaise with other actors on data, share information and support the coordination processes on information and baseline data
- Work with field teams, including capacity building to roll out monitoring frameworks to site specific locations as per requests from Programme Managers
- Attend relevant coordination meetings relating to these issues
- Prepare output trackers per project per location at the grants opening stage of programming, participating in those meetings where appropriate to help make M&E plan.
- Collect output trackers from field teams, summarise for presentation to senior managers
- For single projects that cover different locations collate information into one document
- Support proposal and report writing processes based on information gathered
- Support the identification of case studies and project related materials for donors and stakeholders
- Prepare visual and written summaries of DRCs work and programming in Myanmar
- Prepare content to update DRC Myanmar web site
- Prepare content for communication tools such as DRC Facebook, intranet and other outlets
About you
To be successful in this role the ideal candidate has:
- Relevant university degree or qualification, i.e. Information Systems, IT, Statistics, Communications, Social Sciences or related field and masters Excel and, MS Access or other relevant databases
- At least 2 years experience within an NGO setting, at least 1 year of which should be in an operational setting
- Experience in developing, managing information and using databases in humanitarian settings
- Experience of compiling information for external dissemination, such as reports/websites
- Good understanding and experience of MEAL: assessment, survey, and monitoring and evaluation expertise
- Good understanding of humanitarian and displacement issues, including protection is desirable
- Experience of using output trackers and being involved in monitoring visits and evaluation processes
- Excellent English and communication skills, strong writing ability
We offer
DRC will offer the successful applicant a 12 months contract renewable dependent on both funding and performance.
The post will be based in Yangon, but with regular field travel to project areas.
We are looking to fill this position as soon as possible.
