The Danish Refugee Council (DRC) is seeking a dynamic and capable Protection Manager to lead DRC’s protection programming (General Protection, Child Protection and Humanitarian Mine Action) in Bhamo, Kachin State with a focus on protection and a drive towards finding solutions to situations of recent and protracted displacement.

DRC has worked in Myanmar since 2009 and its work today spans across the country based on the work of more than 250 dedicated national and international colleagues.
In Kachin and Shan State, armed conflict have since 2011 displaced more than 100,000 IDPs. To address the persistent humanitarian needs, DRC works in formal consortia with other humanitarian actors to deliver coordinated, multi-sectoral programming where protection is the foundation and programmatic lens of DRC's work.
DRC has been operating in Kachin since 2012. DRC has two project offices in Kachin State, in Myitkyina and Bhamo. DRC Kachin has been running a combination of protection, child protection, Humanitarian Mine Action, livelihood and shelter projects. For our protection programming consisting of General Protection, Child Protection and Humanitarian Mine Action we are looking to employ a candidate with the required energy levels and experience to deliver quality protection programmes on the ground besides engaging in strategic partnerships with both national and international partners.
Duties and Responsibilities
The Protection Manager (PM) is a critical and important position for DRC. S/he is expected to bring solid management and leadership, the ability to drive forward operational and programmatic elements and the required social skills to engage with protection partners of DRC and represent DRC in front of authorities and other stakeholders.
The qualified candidate is able to match the requirements listed below:
- Manage, supervise and monitor the timely implementation of DRC’s protection activities in Bhamo, Kachin State (protection monitoring, case management, capacity building, training, and advocacy for both partners and duty bearers, among others) either implemented directly or through local partners;
- Engage in local level coordination, in particular within the protection sector, deliver protection training to (national) partners, community based protection groups, authorities, and other stakeholders and take required steps to bring about inter-agency advocacy in response to the situation on the ground;
- Develop new programme initiatives and funding opportunities for DRC in Kachin State;
- Supervise the work of DRC protection staff and ensure that project programming in terms of admin/finance/HR/procurement and logistics are in compliance with DRC’s policies;
- Responsibility to ensure that assigned budget lines are properly expended and monitored;
- Ensure timely and accurate monitoring and reporting of the project portfolio;
The Protection Manager will report to the DRC Protection Coordinator for Kachin.
About you
The qualified candidate has proven protection programming experience and is able to work independently. She/he is very familiar with humanitarian principles and practices, has some background in representing an international organization to external partners and authorities and has good social skills.
The ideal candidate represents the majority of the below mentioned areas.
- At least 3-5 years of experience with international humanitarian programmes and project management, ideally in new or protracted displacement situations. Previous work experience in Asia and/or South-east Asia will be considered an asset;
- At least 2 years of experience with on-the-ground protection activities in new or protracted displacement related contexts, management experience and proven management skills;
- Relevant experience working in collaboration and coordination with other protection partners and civil society/community based organizations;
- University Degree in law, public international law, humanitarian law, international relations, political science, social work, or similar;
- Demonstrated ability to conduct training and capacity building activities on protection and human rights related topics, including on-the-job coaching and mentoring of national staff;
- Proven advocacy skills and experience with engagement on protection issues within the humanitarian infrastructure;
- Knowledge of project budget, donor reporting and proposal writing;
- Strong interpersonal communication and writing skills;
- Professional fluency in English. Good understanding of any of the local languages will be considered an asset;
- Leads teams effectively and shows conflict resolution skills;
- Consistently approaches work with energy and a positive, constructive attitude;
- Demonstrates openness to change and ability to manage complexities;
- Ability to go beyond established procedures and models, creation of new approaches;
- Ability to work both independently and as part of a team;
- Cultural sensitivity, consensus teambuilding, and adaptability will be considered a strong asset;
- Experience in an insecure context and experience of responsibility for security management is an asset.
- Prior experience of working with DRC or in Myanmar will be considered an asset.
Duty station
Bhamo, Kachin State with frequent travel within Kachin State, and occasional travel to Yangon is to be expected.
We offer
DRC will offer the successful applicant a contract for 12 months. Envisaged start date is December 2016. Salary and conditions will be in accordance with DRC’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. The position is placed at level A16.
Bhamo, Kachin State is considered a non-family duty station.
