Myanmar: Consultancy for Preparing the Business Plan for Important Market Actors

1.Background

CARE International in Myanmar is a Non-Government Organization representing the CARE International network. CARE International in Myanmar has been operating in Myanmar since 1995, with a program focus on improving the lives of particularly at-risk and vulnerable communities. With a strong emphasis on community engagement, the program currently works in the areas of HIV/AIDS, reproductive health, and primary health care, linked with rural livelihood improvement. Generating Rubber Opportunities (GRO) Myanmar is a market development project implemented by CARE International and funded by SDC. The projects vision is to “**Strengthen the rubber market system to improve the incomes and livelihoods for women and men smallholder farmers (WMSHF) and tappers in southern Myanmar”.** GRO plans to support businesses in the rubber sector with innovative ideas, investment and regulatory reform that will increase business performance, stimulate sector growth and ultimately provide benefits for the poor – as farmers, labors, and consumers.

2.Purpose of this ToR

Generating Rubber Opportunities (GRO) Myanmar is a Making Markets Work for the Poor (M4P) .GRO’s approach is based on the premise that enhanced private and public sector business services and an improved enabling environment, leads to more competitive enterprises, sustainable economic growth and poverty reduction. Thus it needs to engage with private and public sector partners.

The primary purpose of the current project phase is to implement effective foundations for the market development project through further analysis and investigation of proposed programs; as well as fostering understanding, ownership and collaboration amongst potential program partners and stakeholders. From those pilot activities private partners will become more understanding on market development concept and sharing the experiences among the stakeholders to contribute the better market system. This consultancy focuses on identifying, analyzing, coaching and advising for important market actors based on their business plans in rubber activities in Mon State.

3.Objectives

We believe these Businesses Plan Development can be best understood by applying a range of business analytical tools to identify how they create, deliver and capture value. Due to the vast array of options, GRO will work alongside the Consultant to design a simple system that will allow consistency in data collection and the ability to use the outputs for supporting business strategy development of assessed businesses. The project will work with partnership approach, is stakeholder driven and promotes cooperation between partners. GRO have currently found out three important partners or market players through previous assessment and organizational development trainings. The names of the partners are,

i) Paung Township Rubber Planters and Producers Association, Cooperative Rubber Sheet Production Factory

ii) Kyike Ma Yaw Rubber Planters and Producers Association (KRPPA)

iii) May Htar Rubber Trainding in Mudon Township

The consultant need to prepare the business plan of these partners which including organizational structure, finance policy and other business management and strategies.

4.Key Responsibilities and Deliverables

The Consultant will work under the direct supervision of the Project Director and / or Advisor- Rubber and be guided by the following suggested tasks:

4.1 Design a business plan assessment framework and tool that can capture the necessary information on businesses plan that help the competitiveness of the market players.

4.2 In consultation with GRO, and with reference to the business types already identified, conduct assessments. GRO will identify the individual businesses and secure their participation and arrange all travel to and from businesses to be assessed.

4.3 Participate in a workgroup with the Project Director and other technical specialists to develop a strategic business plan including financial management for the important three market players which contribute the GRO project’s goal and also guiding the market players to continue their business plan by themselves in future.

The Deliverables are:

  1. Business Assessment Tool and Guidelines; and

  2. Preparing the systematic Business plan ( see in appendix ) including financial management plan and coaching for capacity improvement of selected three market players in Mon State for sustainable manner

  3. Report on each market player‘s Business Plan,

  4. Provide a soft copy of the document/ report

· Roles and Responsibilities of CARE Myanmar To ensure that the consultant receives the necessary information, documents, timely input
and coordination of systematic communication.
To arrange the logistics of visiting to selected market players and preparations including materials to be used for the assessment.

5.Selection

The individual or firm needs to meet the following criteria:

· Relevant professional qualifications and/or degree economic development

· Experience in analyzing and business planning for small and medium businesses in developing economies,

· Work with academic institution or research laboratory in government or private, civil society organizations, NGOs, program development, donor relations and with diverse stakeholders is a requirement

· Fluency in written and spoken English.

· Have proven facilitation and trainer skill

· Good understanding on behavior change communication concept

6.Schedule/ Timeline

The outputs will be completed between 12 September 2016 and 12 October 2016. During this period the Consultant and Project Director will determine mutually convenient dates, up to a maximum of 20 days, based on GRO needs and the consultant availability.

Business Plan Format

(Outline Concept)

Module 1: Description of the Association

  • In this module we need the introduction of the association ( GRO partner )

1.1Background of association

  • Description of their business, type of their business and their current business situations and ideas

  • The general market flow and value chain of their business or products. ( Raw to consumers )

1.2Location

  • Descript the location of their Factories, Head quarter, branches and the areas that they collect their raw materials.

  • Also, their marketing areas, ( where they sell or export their products,)

  • The logistic situations of their market flow

1.3Organizational Structure

- Figure out the organizational structure

  • If it is cooperative, descript the cooperative structure and sharing practice

  • Lists of shareholders

1.4Business Targets

  • Probably, can use SMART goals

  • Methodology of monitoring and evaluation

  • Include quick result and sustainable result for future plan

1.5Partners of Association

  • Explain briefly all business private and public partners including NGOs, for their associations’ development.

  • The partners’ roles, duties and responsibilities.

1.6Constraints and Weakness

  • SWOT analysis or other appropriate design

Module 2: Business Strategies

2.1 Description of porducts (TSR, RSS 1, RSS 2, etc )

  • Explain about the products

  • The quality standard and good things of the products

  • Certificate of associations and products

  • The current buyers of the products

2.2 Profit Calculation

  • Explain products selling price, raw materials

  • The trend of the local and international price and correlation between international price and their local products price

  • History of Profit margin of the individual products based on Variable cost and fixed cost value,

2.3 Legislation of the products

  • What kinds of law or regulation affect to their products

  • If they export or working with international traders or consumers, what kinds of rules and regulations are followed by them

  • Is there some national or international plan, guideline support to their products ( for example National export strategies, Sustainable natural rubber

2.4Future Plan

  • Is there any plan for the future?

  • The time that they will extend their plan, when they got specific profit.

  • Explain opportunities of their future plan and how they will prepare to overcome the challenges.

Module 3: Processing and Marketing Plan

In this Module, we can separate two parts marketing strategies and Processing of their products.

3.1 Sources of raw materials

  • More detail about raw materials suppliers, which is link with 1.2 location, 1.5 partners

  • Practice of dealing, (contract farming or warranty etc)

  • Criteria of raw materials quality and also quantity

3.2Productions an Quality Control

  • Explain the steps processing of the producing and Quality control of each step

  • Some systematic practice of production and QC which rarely find in other ( for rubber sector, e.g using aluminum tank, formic acid, etc)

  • Some international or national recommendation certificate (In 2.1 should mention the certificate for final products, in here, certificate for processing (ISO,etc)

3.3Staff of Association

  • It is link with 1.3, but this title focus on employees and not share holders or owners

  • Duty of responsibities and number of each level staff

  • Rules, regulations and benefits of staff

  • Highlight some things which obey international labor law, something

  • Practice of payment, ( contract or monthly, in cash, kind)

3.4Assets and Equipment

  • Explore the lists of buildings, machines, and assets and equipment

3.5Market Situations

  • Current situations of Rubber Market in Mon

  • Value Chain

  • Sources of Market

(GRO have the report “Assessment of Myanmar Rubber Market Dynamic Research”, and that will be the major reference for this title)

3.6 Marketing Strategies (Important tile)

  • The method to fill the wants of customers

  • How they fulfill the demand and request of customers

  • Explain, which products ( mentioned in 2.1) are target to which customers

  • Some promotion method, and others

Module 4: Financial Management

4.1 Projections of Income and expenses

  • Monthly estimating sales and expenses ( on season and off-season )

  • Draw the profit and loss sheet

4.2 Cash Flow Forecasts

  • Prepare the Financial Cash Flow

4.3 Financial Statement

  • Prepare the financial statement including balance sheet

4.4 Capital Expenses and Net worth Statement

- Capital Spending such as renovation, asset purchase

  • Liabilities, net worth, owners’ personal assets, etc..

Module 5: Collaboration Plan with supporting organizations
