Purpose of the Assignment

Background:

On 9 October three Border Guard posts were attacked in Northern Rakhine State. Since then an army operation has been on going and has intensified after further attacks on 12/13 November. It is estimated that there are over 30 000 newly displaced people, of which half are estimated to be children. Many of those displaced have lost their homes, including food stocks. Many have escaped across the border, into Bangladesh. These events bring an increased risk of mental health and psychosocial distress that can have negative effects on children if left unaddressed. UNICEF has been working in Northern Rakhine with partner organisations running emergency psychosocial programmes. With increased stressors in the area it is anticipated these activities will need to expand and develop in quality and sustainability. These events have also had consequences in the IDP camps in Central Rakhine State, re-igniting fear among both communities which has had an impact on local trade and livelihood activities and added strain on already food insecure households.

In Northern Shan and Kachin States recently increased fighting has also led to new displacements. The humanitarian situation for the 40 000 IDPs living in these areas is deteriorating. There are serious protection concerns linked with the presence of the army and Ethnic Armed Groups, landmines/UXOs/IED and human trafficking to China.

Objectives of the consultancy:

The main objectives of the consultancy would be to develop the skills and knowledge of child protection field staff in areas of conflict in Myanmar (Kachin, Shan, Rakhine) on Mental health and Psychosocial Support Services. The training would aim to provide an understanding of how to improve community based psychosocial programmes that are vital in an emergency response to develop positive well being and resilience. The training would be conducted in field locations in Kachin, Shan and Rakhine dependent on access.

Assignment Tasks,Expected Deliverables and Duration

Develop a training package tailored to the context of Myanmar on MHPSS 1a) Training package is developed and shared with UNICEF for revisions. • Package developed - 2 days

1b) Training conducted in 3 locations – Rakhine, Kachin, Shan • Training report - 12 days

1c) Recommendations for follow up on MHPSS programming • Field report - 4 days

Qualifications of Successful Candidate

Education

• Qualification in Clinical Psychology and/or Masters Level in child development/social work or other relevant degree/work experience

Years of relevant experience

• Experience trainer in child protection in emergencies with a particular focus on MHPSS.• Experience in working with children and case management programmes.• Experience in working managing MHPSS programmes and working in conflict settings.• Proven ability to understand the situation quickly, identify potential problems and recommend appropriate solutions manner• Ability to work productively in a multi-cultural environment• Good health and willingness to travel
