Introduction:

Save the Children has been the coPrincipal Recipient (PR) of three grants under the Global Fund to fight AIDS, TB and Malaria in Myanmar since January 2011. Under the first Phase of the Round 9 grants (2011 2012), Save the Children and its implementing partners, known as subrecipients (SRs), delivered HIV, malaria and Tuberculosis (TB) services at the health facility and community levels across 232 townships (out of 330) in all 17 states and regions in Myanmar. After successful implementation, Save the Children, under the leadership of the Myanmar Health Sector Coordinating Committee (MHSCC) and the National Programs, signed three additional Global Fund Grants under the New Funding Model (NFM) for 20132016 and has received a cost extension for the 2017 implementation period. Under these grants, Save the Children disburses Global Fund financing to 18 SRs in total (6 for TB, 7 for Malaria and 16 for HIV) covering all 17 states and regions of Myanmar.

A team of 40 professionals are employed to work exclusively in the management of the GFATM grants to ensure that activities are technically sound and are implemented following the adequate quality standards. This includes providing support on financial and program management to SRs, procuring pharmaceutical and health products, and reporting on program performance to Global Fund and the MHSCC. Save the Children participates in the national level multistakeholder board, MHSCC, as well as the Malaria, TB and HIV and AIDS Technical Strategy Groups to ensure sound technical implementation and effective coordination of programs for these three diseases.

For the 2017 implementation period, the Global Fund allocated an additional $1 million of funding to the HIV grant for support to networks and human rights. Expert support is requested to ensure the best value for money in programming the funds.

Purpose of Consultancy:

SC-PR seeks technical support to identify appropriate areas of investment in human rights, specific to the HIV sector. The consultant will provide an overview of relevant interventions that are ongoing/planned, orient partners on best practices in the field of HIV and human rights, and assist in the review of human rights funding requests.

The consultant is expected to carry out the following key tasks:

1 Conduct a landscape analysis of current HIV Human Rights (HR) interventions underway in Myanmar and recommend areas for investment relevant to GF support;

1 Organize and facilitate a workshop with SRs to orient them on HIV HR best practices according to international and regional best practices. Provide guidance on recommended areas of intervention in Myanmar considering the information collected in the landscape analysis.

1 In collaboration with the SC-PR team, review SR and SSR work plans and performance targets to ensure alignment with best practices, complementarity with ongoing investments and value for money.

1 Accompany the PR team in monitoring workplan implementation to ensure quality. This will require traveling once to each SR field sites.

Qualifications

Preferred:

  • Advanced degree in law, public health or relevant area preferred

Experience

Essential:

  • Experience (> 10 years) in the HIV and/or human rights field.
  • Myanmar-specific experience (> 2 years) working with local networks on human rights and advocacy issues.

Competencies

Essential:

  • Familiarity with UNAIDS, WHO and best practice guidance on advocacy and human rights in the HIV field.
  • Strong understanding of the Myanmar context with regard to key populations and HIV.
  • Experience developing/reviewing implementation workplans or strategies.
  • Experience monitoring performance targets for human rights activities.
  • Based in Myanmar with extensive expertise in local human rights implementation.
  • Excellent facilitation and training skills
  • Fluent written English required
  • Ability to facilitate training sessions in Myanmar language preferred

GUIDANCE FOR APPLICANTS

1 How to best develop your proposal

Please ensure your proposal is contained in a concise cover letter and accompanied by your CV(s). In your letter please explain clearly the skills, experiences and characteristics that make you or your team especially suited to fulfil the statement of work and terms of reference. The structure and content of your letter will be an important part of the pre-selection process.

Important: Please include in your proposal an inclusive daily consultancy fee in US $ for expert(s) (excluding travel, accommodations, hotel expense and office expense if you are not located in Myanmar or related to site monitoring, visa, daily allowance for trip out of Yangon) for performing the required services.

All proposals must be submitted in English. The RFP number and your individual/company name must be clearly indicated in the subject line of your e-mail and your proposal letter.

Proposals which are incomplete or non-responsive may not be considered in the review process.

SCI-PR reserves the right to contact any persons listed in your proposal or CV in order to gain a better understanding of your past performance and experience.

2 General Instructions

  • SCI-PR may, at its discretion, change the closing date, cancel the RFP, or revise the terms of reference, by issuing an amendment to this solicitation. All Amendments to this RFP will be sent to participant requesting the RFP.
  • SCI-PR may (a) reject any or all proposals, (b) accept for award a proposal other than the lowest cost proposal, (c) accept more than one proposal, (d) accept alternate proposals, (e) accept part of a proposal, (f) waive informalities and minor irregularities in proposals received, (g) extend, (h) postpone and (i) cancel this RFP.
  • SCI-PR may award one or more contracts on the basis of the proposals received, without discussion or negotiation. Therefore, each proposal should contain the applicant's best terms from a cost and technical standpoint. SCI-PR reserves the right (but is not under obligation to do so) to enter into discussions with one or more applicants in order to obtain clarifications or additional detail, to suggest refinements in the technical proposal or other aspects of the proposal, or negotiate the cost proposal.
  • SCI-PR will be under no obligation to reveal, or discuss with any applicants, how a proposal was assessed, or to provide any other information relative to the selection process. Applicants whose proposal are not selected, shall have not have any claim whatsoever for any kind of compensation, cost or liability against SCI-PR.
  • This RFP shall not be construed as a contract or a commitment of any kind. This request for proposals in no way obligates SCI-PR to award a contract, nor does it commit SCI-PR to pay any cost incurred in the preparation of the proposal. Applicants are solely responsible for their own expenses, if any, in preparing and submitting an offer to this Request for Proposal. This would include any costs incurred during functional demonstrations and subsequent meetings and negotiations.
  • In addition to the written proposal, SCI-PR may request applicants to make oral presentations in English or to participate in a meeting, video conference or telephone call. The date, time, and place for such (if any) will be communicated to relevant applicants. Information obtained through oral presentations will be considered in the overall evaluation process.
