About the context:

After several years of conflict in Syria, some consider that the Syrian refugee population in Lebanon would be around 1,500,000 persons. This population is concentrated in the northern part of the country (in the Akkar District and in Tripoli) and in the Bekaa Valley. The refugees issue is particularly sensitive issue in Lebanon, which has several pro-Syrian factions in parliament and the caretaker government has been averse to setting up refugee camps for the Syrians.

SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of both Syrian refugee and Lebanese host families also affected by the crisis. With support from ECHO, UNICEF, DFID, OCHA and CIAA, SI’s objective is to improve conditions through:

  • The identification of the most vulnerable and referral system through coordination with international partners, local NGOs, municipalities and affected communities.

  • Integrated Wash and Shelter response to the whole population of the informal settlements, small shelter units and collective shelters.

  • Site management of the informal settlements and collective shelters.

  • Livelihood assistance to vulnerable households through Unconditional Cash Assistance

In 2017 the mission will also develop its protection focus through even more integrated programming and mainstreaming.

About the mission

The country coordination is based in Beirut, while the operational bases are located in Tripoli, Halba and Zahle. 20 international employees are deployed in Lebanon. In Tripoli, the whole team is so far composed by 145 national employees. The base Alba in Akkar hosts up to 80 staff and 50 work in Zahle base in the Bekaa.

About the job

Under the supervision of the Head of Program, the IM Coordinator will support and assist the different programs teams in the management of data of all SOL’s activities. He will design and implement a country-specific data management strategy to analyze, visualize and disseminate information about SOL’s activities. Where information gaps exist, the IM Coordinator may help setting up primary data collection systems and organize needs assessments. He will also support the Database Officers and the Hotline Officers in their daily work.

The IM Coordinator will work in close cooperation with SI Program Teams to ensure that he/she has an in-depth knowledge of the specificities of the programs conducted.

Objectives of the position

  • Support SI in improving its internal Information Management System
  • Explore and recommend data visualization tools and methods (online and offline)
  • Geographical Information Systems (GIS) and mapping
  • Support set up of new consortium

Responsibilities

  • Support SI in improving its internal Information Management System
  • Review the existing IM System
  • Map IM needs of SI for the coming months / years and the additional functionality that would support SI effective and accurate program delivery and reporting
  • Recommend improvements, implement and test them with SI teams

  • Explore and recommend data visualization tools and methods (online and offline)

  • Map SI needs in data visualization (Coordination and field level)

  • With SI teams set up online visualization options

  • In collaboration with Communications Manager and Coordination Team analyze SI existing data and create visual products/dashboard to reinforce SI external communication/visibility

  • Geographical Information Systems (GIS) and mapping

  • Identifying the needs of maps in collaboration with all the related internal stakeholders

  • Preparation, conception and production of maps, including the supervision and monitoring of mapping-related data collection and ensuring dynamic linkages between GIS data and SI Database

  • Monitor accuracy of data collected, ensure regular updates and solve eventual discrepancies;

  • Train program staffs on usage of GPS and entering of GPS coordinates.

  • Capacity Building & Support

  • Train and provide technical support to all SI staff as needed on all Information Management tools and processes;

  • Providing mentorship and support within SI management on IM and IM solutions

  • Conducting periodic country technical assistance and auditing trips to support and oversee the quality of information management;

  • Support set up of new consortium

  • Depending on funding confirmation, the IM Coordinator could be asked to recommend IM solutions and automated mechanisms of data analysis for a newly created consortium SI is part of.

Your profile

Education:

  • Advanced university degree in IT, Science, Engineering or Business Solutions. A first level university degree in combination with two additional years of qualifying experience may be acceptable in lieu of the advanced university degree.

Experience:

  • Minimum 3 years of relevant working experience in the field of Data Architecture and Data Management System implementation and development;
  • Experience in building staff capacity;
  • Previous experience with SI desirable.

Technical skills and knowledge:

  • In-depth technical knowledge in SQL programming language / Proven experience in the design and installation of a cost-efficient and secured Data Centre Solution;
  • Excellent command of the following software tools (depending on the delegation): Sphinx, Access, QGIS, ArcGIS, ODK/KoBo tool box, among others. If the applicant lacks this experience, he/she must have worked with similar software and be able to quickly master new tools;
  • Command of IT and file management tools in general;
  • Excellent skills in designing and managing tools for entering, compiling and pre-analysing data, and an understanding of database issues;
  • Excellent data analysis skills;
  • Experience with quantitative collection methods, as well as data collection and processing in the field;
  • Awareness and knowledge of ethical issues related to data management;
  • Coaching and mentoring capacities & fostering Innovation and Empowerment / Analytical and strategic thinking and results orientation - Commitment to excellence / Problem analysis capacities and appropriate & transparent decision making;
  • Problem solving and analytical skills with the ability to assess challenges and recommend solutions;
  • Knowledge of SI’s rules, tools and procedures is a plus.

Soft skills and spirit:

  • Good diplomacy/interpersonal skills;
  • Flexible (will have to take on responsibilities that might not be directly on his/her JD);
  • Adaptability to changing work environment and possible volatile security situation;
  • Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads.

Languages:

  • Fluency in written and spoken English;
  • Working knowledge of French and/or Arabic is an asset.

Others:

  • Commitment to the fundamental principles of SI’s charter and ethos.

We offer

A salaried post: according to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly Per Diem of 750 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
