CONTEXT OF THE MISSION

Within the frame of its emergency response to the Syrian crisis, Handicap International is present in Lebanon in North and in the Bekaa. HI intervention is currently designed upon two pillars which are: 1/to enhance the capacities of local actors involved in physical rehabilitation and related psychosocial support services provision with a middle term vision 2/to maintain a capacity to respond to acute needs through HI direct services and/or referral to other assistance stakeholders: identification of persons with functional limitations, provision of rehabilitation care, distribution of Assistive and Mobility Devices, provision of P&O appliances, provision of psychosocial support 3/to provide extended technical support to humanitarian partners across sectors seeking to improve Accessibility and Inclusion in their responses.

Considering the evolution of the humanitarian situation (closure of borders, chronicity of the crisis, decrease of funding) and as part of a middle term strategy aiming at supporting and reinforcing resilience of local stakeholders, HI objective is to progressively enhance the provision of physical and functional rehabilitation and/or psychosocial services by local structures (local NGOs, private/public structures) by growing collaboration and capacity building aiming at promoting the continuity and sustainability of services for most vulnerable communities in Lebanon.

JOB DESCRIPTION

Within the general inclusion strategy HI aims to provide a technical support to national and international humanitarian stakeholders implementing humanitarian or development activities in the country to affected communities. Therefore the main tasks and responsibilities of the position revolve on assessing the contextual factors of vulnerability that lead to situations of exclusion, the challenges faced by humanitarian actors at the different levels of their intervention (institutional, programmatic and service delivery level) reinforcing inclusion aspects in partners’ programming and services through tailored responses implemented within this project. An action plan is tailored together with the partners to the identified challenges expressed by service users and service providers and can potentially entail, capacity building sessions, technical revision of key programmatic guidelines, tools, and materials, technical recommendations to service design, modifications and adaptation of services and coaching.

MAIN OBJECTIVES

Under the direct responsibility and support of the Head of Technical Unit, you will be responsible for the fulfilment of the following objectives:

1/UNICEF Project -after the finalisation of the initial assessment with 8 UNICEF WASH partners an individual support plan was designed and has started to be implemented. The main task of the Inclusion Technical coordinator will be to execute this plan and support UNICEF WASH partners -to sensitize and advocate for changes through UNICEF key staff and sensitize and build the capacity staff at different levels of the organization of the UNICEF implementing WASH partners, in order to better include people with disabilities, functional limitations and other groups at risk of exclusion, in their existing and future programs/activities through a process of identifying and assessing specific barriers to inclusion, planning actions to reduce or eliminate specific barriers, implementing, monitor and evaluate the changes -to monitor and evaluate the action plan and build on recommendations and messages of advocacy for UNICEF and the programs they support

2/Support inclusion component in HI projects -support activities that promote more inclusive service provision linked to other donors and projects -build on a strategic plan action plan to respond to the request for technical support -establish a structure to technically follow up the support provided to the different stakeholders which enable HI to document the activities, process and impact/output -support other programmatic areas of HI, such as Rehabilitation and Psychosocial Support in order to build key actions in program and the services provided and reinforce the capacities of staff at different levels.

PROFILE

Qualifications/training: -

  • Degree of anthropology, social sciences, international humanitarian law
  • Degree of humanitarian program cycle management (or relevant experience)
  • Degree of physiotherapy, occupational therapy is an asset

Expériences:

  • practical work experience in disability mainstreaming/protection mainstreaming/inclusion and promoting accessibility of humanitarian services
  • experience in capacity building through training and coaching and project implementation in humanitarian contexts
  • experience in emergency WASH interventions, the assessment and design and implementing of key actions to promote inclusive services at programmatic and services delivery level is an asset
  • experience in developing actions to promote changes to reduce or eliminate barriers to inclusion is an asset
  • experience working in accessible design of temporary infrastructure is an asset

Competencies:

  • good analytic and reporting skills -strong abilities to analyze/ measure and build on measurable capacities and objectives for individuals and organizations to enhance more inclusive humanitarian action
  • good organisational skills, co-ordination
  • excellent communication skills and ability to advocate for changes with, and on behalf, of people at risk of being left behind to influence humanitarian stakeholders to improve access to needs based assistance
  • ability to work under pressure
  • proven experience in project writing and reporting
  • commitment to team work

SALARY

  • Starting date: 05/04/2017
  • Length of the contract: 7 months
  • Salary: from 2750,00€/month (gross), depending on experience
  • Perdiem: 705,52€/month (net) paid in local currency in the field
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 1 day/month
  • Status: single or couple status possible
  • Housing: collective or individual (if couple) taken in charge by Handicap

Languages: -English mandatory (oral and written)
