Lebanon: Regional Water and Sanitation Delegate, Middle East & North Africa

The Norwegian Red Cross is looking for a regional Water and Sanitation delegate for the middle east and north Africa (MENA) region based in our regional office in Beirut, Lebanon.

Norwegian Red Cross, together with its partners the Red Cross/Red Crescent National Societies (NSs) in the Middle East and North Africa (MENA) region, supports projects and programmes on health, water, sanitation and Hygiene (WASH), and disaster management. The overall goal is improving community resilience and reaching the most vulnerable people, while achieving greater and more measurable impact. An important part of this support is linked to contribute to partner National Societies capacity buildig in technical areas such as WASH. In MENA, NorCross supports Red Cross/ Red Crescent partners in Lebanon, Syria, Palestine, and Iraq with considerably support to the WASH programmes of the national societies in Lebanon, Syria and Iraq.

The regional WASH delegate coordinates and provides technical support to country managers and NSs program staff and ensures programmatic frameworks, conceptual models, and global tools are applied consistently across NorCross supported programs in MENA. The regional WASH delegate is the primary point of engagement for project design and technical proposal development. In this role, a primary function of this position is to assist and build the capacity of staff to understand, design and implement WASH programming within emergencies, recovery and long term programming.

Main responsibilities
Supports the development of WASH programmes supported by NorCross, as well as provide quality assurance measures and support to the implementation and the monitoring of those programmes
Work with the host national societies to further develop their WASH capacities by supporting strategic planning processes, developing tools, providing training and developing implementation and monitoring frameworks.

Programme level:
Support Lebanese Red Cross WASH Capacity Development Project:
Develop and test models and tools to ensure beneficiary and host community engagement and ownership within LRCs WASH programs.
Contribute towards developing a strategic direction 2017-2020 stipulating alternatives to how the WASH programme can progress in current operational context and also beyond the Syrian refugee crisis.
Support LRC in operationalizing strategic direction and overarching programme objectives through an action plan 2017 – 2018
Support the capacity building of the LRC WASH team

Programme support in Syria, and Iraq:
Develop relationship with National Societies and provide high quality support to: conduct assessments, programme design and development,
Provide technical advice to develop implementation plans and monitoring frameworks
Provide support to NorCross country managers in developing concept notes, funding proposals and technical reports
Work with other delegates/advisors to develop integrated programmes
Contribute to monitoring of field activities and providing technical advice in regards to improving the quality of the programmes
Support emergency operations with assessment support on Water, sanitation and hygiene and initial planning of response activities.

Qualifications and Requirements
Master degree or higher water, sanitation, engineering or environmental health engineering. Equivalent technical experience and training can substitute for qualifications but not vice versa.
At least 5 years of professional development experience in the WASH sector and significant project management experience;
Experience in implementing, designing and coordinating WASH in emergency and development settings in camps, urban and rural settings.
Proven experience in community-based WASH programming
Experience in proposal/grant development, project design and implementation, and strategy development
Experience in developing and delivering trainings to develop staff and volunteer capacity.
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
Ability to travel frequently and at short notice.
Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender. Personal suitability will be emphazised.
