TERMS OF REFERENCE Mapping and scoping study to support the Lebanese Red Cross in developing solid waste management activities for the pilot project
- Background
The Lebanese Red Cross (LRC) is implementing water and sanitation activities in various locations in Lebanon for host communities and the Syrian refugees. The Swedish Red Cross (SRC) is – together with the French Red Cross (FRC) and the International Red Cross Committee (ICRC) – supporting the LRC on this subject.
The LRC WaSH program initiated in 2015 in the light of the 2011 Syrian crisis. It is one of the core programs of the LRC Disaster Management Unit. To date, the WaSH program is active in 9 LRC DMU branches at nationwide.
LRC aims to improve the WASH facilities and providing a direct assistance to Syrian Refugees and Host Communities. The support includes water supply, sanitation facilities and hygiene promotion. In addition, two pilot projects funded by Swedish Red Cross are being implemented focusing on green and sustainable solutions in the field of solid waste management and blackwater management. 1.2 Current situation in the sector Due to the absence of a modern legal framework on decentralization, a lack of appropriate human and financial capacities and a poorly performing fiscal system, the quality and accessibility of public services in Lebanon is often quite low, and affects both waste management and safety situation in the country. LRC will build on already existing positive coping mechanisms and introduce reuse and recycling initiatives at the Informal Tented Settlements (ITS) and host communities level, as a viable and decentralized small scale option to respond to waste management gaps in the country.
- Objective and scope of work
The overall objective of this project is to contribute to mitigate the impact of the Syrian refugee crisis on the Lebanese host communities by alleviating tensions related to health and environmental hazards by introducing sustainable and eco-friendly solid waste management solutions.
LRC will recruit a consultant to work on developing a report on possible applicable solutions on solid waste management.
The study shall identify existing problems and determine the most feasible means of improvement to provide LRC with an acceptable solid waste plan of viable interventions.
Review existing data and information from assessment that have been previously completed for areas within the area of the intervention. This includes an overview of the behavior change strategy that LRC is testing in order to complement the infrastructural part of the intervention with its correspondent behavioral component.
Consider waste management techniques currently feasible and economical and recommend which process, methods or techniques shall be considered within the study area. The interventions proposed should have as large a recycling and composting component as possible.
Based on preliminary information available on sites selected, solid waste quantities involved, and field visits conducted, consider alternative and decentralized small scale “infrastructures” of waste management to service the study area. The review shall consider, among other things, costs, use of simple and low maintenance technologies, level of service and flexibility. All of them should comply with the environmental national regulations and municipalities and MoE plans A review of alternative systems shall be presented with a recommendation with respect to which system(s) are appropriate for further investigation.
Expected outputs
Analytical report containing small scale interventions on solid waste management and a table indicating costs of proposed solutions. This report should include realization costs, operation and maintenance costs and collection costs and reporting the needs and capacities of the local stakeholders with respect to solid waste management.
Logistics and timing
2 days for the preparation phase, up to 10 days visit in Lebanon, including briefing sites visits and local stakeholders mapping and analysis. This visit would be led by LRC with support of SRC. Up to 7 working days for data analysis and report writing
First draft report should be ready by 1st of June. Final report by the end of June, following feedbacks by partners
Period of engagement
May 2017 – up to 20 working days including up to 10 working days in Lebanon
6.Requirements - Extensive experience in relevant professional field and solid waste system design, management, monitoring and/or evaluation
- Strong evaluation experience (>8 years) in relevant program contexts
- Good knowledge of the local context and relevant legislations, including existing approaches adaptable to the local context desirable
- A strong commitment to delivering timely and high-quality results
Good communication and interpersonal skills; ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts in written and oral form
Language proficiency: Fluency in English is mandatory, Arabic is an asset

Employment conditions: The scoping study shall be expected to complete within 2 months beginning as soon as possible.
The schedule and arrangement of field visits in Lebanon, as well as the accommodation
and transportation of the consultant will be coordinated with the SRC

The contract is expected to be about 15 up to 20 working days over a 2 months’ period. Payments are made to the Individual Consultant/Contractor
based on the number of days worked. This amount has been established based on the understanding that it includes all of the Consultant’s costs (including transport, accommodation, per diem)

Payment is due 60 days after the invoice date. Service charge or other fee that is added to the invoice amount is not accepted.
Eventual interest may be charged in accordance with the Swedish act of Interest. Interest of less than 1000 dollars is not considered. Invoices shall be marked with reference specified when ordering.
