CONTEXT

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:

  1. Support to health partners for the provision of comprehensive psychosocial support services through training, technical supervisions and donations of assistive devices and/or equipment
  2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions and through the management of an adapted humanitarian coordination mechanism for emergency responses
  3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods) The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

GENERAL MISSION

Under direct line management of the Head of Mission, you will be responsible for strategic management of HI’s activities within a pre-defined area of Syria and management of the relevant support office(s).

  • Responsibility 9: REPORTING

PROFILE

Qualifications/training: Bachelor’s or Master degree

  • At least 5 years of professional experience in humanitarian / emergency contexts
  • At least 3 years of experience in management of field bases and/or programs
  • At least 2 years of experience in security management and/or context analysis
  • Previous experience of operational partnership management and/or remote management would be an asset;
  • Previous experience in the Middle East / on the Syrian crisis would be a strong asset
  • Previous experience with Handicap International would be an asset
  • Solid work experience one or more core sectors is a strong asset: health/rehabilitation (physical rehabilitation, P&O, psychosocial support), mine action (risk education, contamination survey), emergency responses (food / NFI distributions) and disability age and gender inclusion (in livelihoods and health)
  • English mandatory (oral and written)
  • Good understanding of logistics, HR, and finance management
  • Strong computer skills (use of MS Word, Excel, Outlook and other relevant software)
  • Arabic and French a strong plus
  • Strong organizational skills
  • Autonomous, reactive and able to deal with priorities
  • Extremely rigorous and precise, attention to details
  • Diplomat, able to work collaboratively in a team
  • Strong interpersonal and intercultural skills
  • Practical and problems solve
  • Ready and able to travel in the Middle East
  • Ability to summarize, share and consolidate information

SALARY

  • Starting date : ASAP
  • Length of the contract: 18 months
  • Salary from 3060 € (gross) / month regarding the experience of the candidate
  • Perdiem : 705€ (net)
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year + 1 day of R&R per month
