PSI is n*ow looking for qualified, results-oriented candidates for the post of **Senior Monitoring, Evaluation, and Learning (MEL) Advisor for an anticipated five-year project funded by USAID in HIV/AIDS prevention and treatment in Burundi “Reaching an AIDS-Free Generation in Burundi (RAFG) Activity**”**. The project will be implemented in the provinces covered by the President's Emergency Plan for AIDS Relief (PEPFAR) to support epidemic control, increased access to antiretroviral therapy and awareness of key populations. The successful candidate will work under the direct supervision of the Chief of Party.
RESPONSIBILITES:**
- The Senior MEL Advisor ensures monitoring of Activity interventions and tracking of Activity progress against expected results and performance indicators.
- He or she ensures timely and accurate reporting by all clinical and community sites and produces reports for both Activity management and required reporting purposes.
- He or she is responsible for all evaluation and learning activities conducted as part of the Activity.
QUALIFICATIONS:**
- A Master's degree in public health, statistics, economics or a related field.
- At least 5 years' experience in designing and implementing monitoring, evaluation and learning systems for international donor-funded projects; knowledge of PEPFAR or USAID system of indicators, results, and reporting preferable.
- Demonstrated success in leading a monitoring and evaluation portfolio, including coordinating data collection activities of multiple staff.
- Demonstrated success in data management and analysis, monitoring, evaluation, and learning (MEL), disease surveillance, mapping, and/or assessment.
- Experience in designing survey and research tools, data collection, statistical analysis, qualitative research, and dissemination of results.
- Demonstrated success providing technical leadership on data collection and use to national (government and/or non-government) stakeholders.
- Possess an advanced understanding of national M&E systems, including the components of an M&E system and how capacity can be built to sustain M&E systems.
- Demonstrated ability to successfully communicate technical/data-related information
- Possesses excellent communication in English as well as French and coordination skills.
The successful candidate will have excellent writing, analytical, interpersonal, organizational, and cross-cultural skills; demonstrated ability to perform and prioritize a variety of tasks on short notice within designated deadlines; and an interest in future overseas posting with PSI.
The candidate must have a work permit for Burundi.
