Lebanon: Short-Term Consultancy on Support to the Lebanese Ministry of Social Affairs (MoSA) related to Module 3 (Social Cohesion/Stability) of the Qudra progr

1.Project Summary

QUDRA – *Resilience for Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises*

The Qudra Programme is a three-year regional programme, funded by the European Union Regional Trust Fund in Response to the Syrian Crisis (Madad) and the German Federal Ministry for Economic Cooperation and Development (BMZ), which aims to contribute mitigating the destabilizing effects of the Syrian refugee crisis and to better respond to host communities and refugee needs in Jordan, Lebanon, Northern Iraq and Turkey.

In Lebanon, the programme is implemented by the Deutsche Gesellchaft für Internationale Zusammenarbeit (GIZ) and Expertise France (EF). A Consultancy is requested to assist the implementing agencies in conducting the component 3 “foster social stability between refugees and local population in host communities“.

2.Tasks

· Foster the collaboration between MoSA and Qudra Module 3, by proposing steering and communication formats and processes, and confirming and, if necessary, revising the design of Module 3

· Support the MoSA in establishing a Monitoring & Evaluation system for Qudra Module 3

· Link Qudra Module 3 to the appropriated MoSA Units

· Establish progress report formats and provide MoSA with the first regular progress reports on the planning and implementation of activities of Qudra Module 3 in Lebanon

· Assist MoSA in providing progress reports on Qudra Module 3 for Lebanese government meetings/processes and donor meetings

· Assist MoSA in preparing for relevant meetings of Qudra (e.g., Country Advisory Committee, Steering Committee)

· Coordinate with Qudra staff on the collection of data for results-based monitoring (facts and figures, indicators and results)

· Assist MoSA in preparing a system to analyze lessons learnt from implementing Qudra Module 3

· Link Qudra Module 3 to the appropriated MoSA Units

3.Qualifications

· A minimum of 2 years of relevant professional work experience, especially with regard to monitoring and evaluation systems

· Good knowledge of the Lebanese public administration; work experience with/for MoSA would be an asset

· Strong verbal and written communication skills in English and Arabic language

· Excellent intercultural, teamwork and interpersonal skills

4.Information

· Duty station: Beirut.

· Duration/Timing : 3 months, to start asap.

· Salary : according to experience and Expertise France salary scale
