Purpose of the Assignment

General Objectives:

The overall purpose of this consultancy is to support Government in finalizing, costing and implementing the new five-year national strategy and work plan for the IDDE program (Iodine Deficiency Disorder Elimination).

Specific objectives:

  • Support finalisation and costing of the new national IDDE strategy and work plan
  • Conduct national policy reviews and analysis on salt industry in Myanmar and global evidence to inform Government decision-making
  • Provide technical and facilitation support to Government and USI stakeholders to establishment and effective functioning of the CCEIDD coordination committee and sub-committees
  • Support Government to strengthen legislative instruments for national mandatory salt iodization
  • Support strengthening of Government systems for implementation USI, including enforcement systems, PIRF, coverage monitoring and impact evaluation
  • Assignment Tasks andExpected Deliverables

    1. Conduct analysis of current Government systems and readiness for strengthening USI

    End Product:

  • Detailed response to key questions on different Government system components to support USI, including food control and monitoring, licensing for salt factories, etc.
  • Updated draft of detailed IDDE workplan based on stakeholders input
  • Deadline: Sept 30, 2017

    2. Support Government in costing and finalising new five year strategic plan for IDDE

    End Product:

  • Strategic plan is costed with final draft submitted and accepted by CCEIDD
  • National launching of strategic plan complete
  • Deadline: Oct 31, 2017

    3. Strengthen salt monitoring and enforcement (factory/production levels and retail, import levels)

    End Product:

  • M&E framework, including plan, indicators for different stakeholders (DOM, FDA) and database is developed and submitted to CCEIDD
  • At least one meeting of new CCEIDD committee is conducted with meeting minutes available translated in English

  • Deadline: Nov 30, 2017

    4.Strengthen capacity of FDA to adopt its new role in IDDE/USI

    End Product:

  • Salt testing and lab system established within FDA
  • Salt monitoring protocol (at production and retail/import level), tools and checklists developed or updated
  • Deadline: Dec 31, 2017

    5. Strengthen PIRF (Potassium Iodate Revolving Fund)

    End Product:

  • At least one CCEIDD meeting on PIRF is conducted with meetings minutes available in English
  • Plan to restructure PIRF management (based on previous GAIN assessment) and submitted to CCEIDD committee, including analysis of suitable existing structures that could host PIRF
  • Deadline: Jan 31, 2018

    6. Strengthen salt legislation at national and sub-national

    End Product:

  • New National Food law developed including standards and scope of iodized salt (including regulation on food fortification and setting consumption standards including iodine requirement levels)
  • Deadline: Feb 28, 2018

    7. Strengthen salt legislation at sub-national level

    End Product:

  • 5 state/region salt laws and regulations drafted in line with revised national Food law
  • Final report submitted and accepted by UNICEF, including lessons learned and recommendations to strengthen IDDE program
  • Deadline: April 10, 2018

    Qualifications of Successful Candidate

    Education and years of relevant experience

  • Advanced university degree in a subject area related to one of the following disciplines: governance, social policy, law, or other relevant discipline(s)
  • At least 10 years professional work experience in government and/or with large national or international institutions working in national development/ social health policy development or improved governance
  • Demonstrated expertise in strategic analysis, policy development, programme planning and implementation and consensus building, especially in key technical areas including social policy planning
  • Excellent knowledge of the Myanmar governance system.
  • Experience in institutional capacity development.
  • Legal expertise an advantage
  • Good reputation among the policy making community in Myanmar.
  • Proven ability to establish and maintain strong working relations with Government, UN agencies and NGOs.
  • Good skills in computer and software (Word, Excel, PowerPoint)
  • The following personal skills are required:

  • Flexibility, adaptability and tolerance
  • Good diplomacy skills
  • Good English language skills - oral communication, translation and writing

    Selection Process

    The consultant will be identified by UNICEF based on a competitive selection process, taking into account the candidate’s sound understanding and experience working in Myanmar Government systems and sub-national structures, in particular expertise on salt iodisation and legislation, and immediate availability given the planned timeline of Government for strengthening USI.
