Myanmar: Project Officer (Migrant Protection)

Under the overall supervision of the Chief of Mission (CoM) in Myanmar, the direct supervision of the Project Manager Community Stabilization and under technical supervision of IOM’s Migration Protection Unit, the successful candidate will provide technical assistance on mainstreaming of protection activities within IOM’s programmes in Rakhine State:

  1. Initiate the development of a Strategy and Action Plan for Rakhine State to Address Irregular Migration;

  2. Hold consultative workshops to initiate National, State, and Regional advocacy activities on irregular migration with special focus on the context of Rakhine State;

  3. Contribute context to existing National-level initiatives on drafting of anti-smuggling legislation, revision of anti-trafficking law and related guidelines and SOPs, with specific consideration on the context of Rakhine State;

  4. Adapt and/or develop and test Rakhine specific training materials to strengthen capacities of government, community leaders, watch groups and other stakeholders;

  5. Conduct trainings for frontline government officials (police, border guards, immigration, labour, and social welfare) on how to address both migrant smuggling and human trafficking;

  6. Conduct trainings for community leaders, watch groups and other stakeholders to protect and assist victims of trafficking and vulnerable migrants;

  7. Consult with local governments, community leaders, community-based organizations, religious leaders, and other stakeholders on the development of contextualized awareness-raising strategy in Northern Rakhine State;

  8. Identify community leaders, mobilise community facilitators (women, youth), and facilitate community dialogues addressing the risk of irregular migration, safe migration and informed decision-making in cooperation with local governments;

  9. Design, produce and disseminate conflict-sensitive information materials on the risk associated with irregular migration;

  10. Carry out adequate and effective awareness-raising activities among target communities, community leaders, community-based organizations and educational/vocational institutions;

  11. Establish a community-based network building upon the community-based development activities functioning as early warning system by monitoring, collecting and analysing the trends on vulnerabilities and motivations leading to the irregular migration.

  12. Advise support and train IOM staff, as necessary, on migrant and protection issues and support the project as required.

  13. Produce internal and external reports and briefing papers

  14. Perform any duties that may be assigned.

  15. Required Qualifications and Experience

    Education

    · Master’s degree in Humanitarian Affairs, Political Science, Law, Human Rights, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

    · University degree in the above fields with four years of relevant professional experience.

    Experience

    · Experience in humanitarian affairs, emergency preparedness, protection, counter-trafficking, and human rights, with at least 2 years field experience in the field of protection;

    · Experience in liaising with governmental authorities, other national/international institutions and NGOs, as well as in the region, is an asset;

    · Working experience with an operational UN agency or a major international NGO in the field of protection and assistance of refugees/internally displaced people;

    · Knowledge and good command in data collection (spreadsheet), data processing, information management, and analysis would be a strong asset.

    · Proven experience in conducting trainings at various levels

    · Experience in working in Burma especially Rakhine State

    Languages

    · Fluency in English is required.

    · Ability in Burmese and/or Rakhine language an asset

    · Works effectively in high-pressure, rapidly changing environments;

    · Coordinates actions with emergency response actors and making use of coordination structures;

    · Supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors;

    · Establishes and maintains effective relationships with implementing partners;

    · Makes correct decisions rapidly based on available information.
