FOR THE CONSULTANCY CONTRACT of DEVELOPING COMMUNITY-BASED DIALOGUE FACILITATORS MANUAL AND TRAINING GUIDE ON HUMAN TRAFFICKING**,** SMUGGLING, AND IRREGULAR MIGRATION**

Location: Across Myanmar (Rakhine, Yangon, Kachin)

1.Background

Irregular movements from Myanmar have steadily increased becoming a complex problem which should be addressed without delay. Efforts to quantify this harmful practice, which is clandestine by nature and often misidentified, can be extremely difficult. However, a growing understanding of the causes and determinants of trafficking supports the premise that Myanmar provides an environment conducive to human trafficking. These irregular movements take various forms including economic migration, asylum seeking, migrant smuggling and/or human trafficking. The root causes of irregular migration in Myanmar are complex and multi-dimensional, including issues of poverty, underdevelopment, conflicts, natural disasters, internal displacement and statelessness. Lack of livelihood opportunities at home and labor migration through regular channels are the primary drivers for irregular migration - creating an environment in which smuggling and trafficking may flourish. Myanmar men who migrate to Indonesia, Malaysia, and Thailand are subjected to forced labor, particularly in the fishing industry. Women are subject to sexual exploitation in the sex industry and the entertainment sector as well as labor exploitation in the field of domestic service, and hospitality.

Whereas IOM and other stakeholders have supported government efforts to address TIP and irregular migration situation, progress made in regularizing the employment conditions between Myanmar and Thailand, resulting in the conclusion of numerous agreements and standard operating procedures to prevent exploitation of Myanmar migrant workers as well as protect victims of trafficking (VoTs), there are still challenges. The limited awareness among local communities and limited capacities among government and other counterparts further exacerbate the human trafficking challenge. The low level of awareness about human trafficking among key stakeholders such as law enforcement authorities, judiciary and local community leaders, and the limited capacity of the government, civil society organizations (CSOs), and the communities to effectively address human trafficking leads to further protection concerns for VoTs. Potential migrants, especially the youths from poor socioeconomic classes deep in the villages, who often are the victims, do not have the full awareness of the human trafficking scourge. Whereas some may have some awareness of the possible risks associated with human trafficking and irregular migration, they often fail to understand the full extent of the risks and related consequences thereby subjecting themselves in vulnerable and risky situations. In their quest for better livelihoods, aspiration and dreams for better life, these vulnerable migrants fall prey to the traps of the human traffickers, who promises better life and eventually exploit and abuse the poor ignorant and vulnerability migrant. Sometimes the decisions to opt for irregular migration are often dictated by peer and communal pressures, highlighting the need to involve a broad range of stakeholders including at the local community levels in generating solutions to human trafficking and irregular migration. In addition, pre-existing social and cultural factors, such as the prevalence of forced marriage and child labor, contribute to human trafficking.

The project aims to contribute to the efforts of the Government of Myanmar to prevent human trafficking and irregular migration through more comprehensive responses to the outflows of Myanmar irregular migrants. Among others, the projects shall help the Government and stakeholders to engage in a coordinated approach aimed at influencing potential migrants’ attitude and behaviour towards irregular migration. The projects, among others, further aim to encourage the involvement of communities in counter-trafficking and irregular migration initiatives at the grassroots level, as well as to build the capacities of local partners to consistently monitor and report irregular migration. This approach will be based on one of IOM’s flagship large-scale information campaign and safe migration initiative that involve the mobilization and engagement of CSOs and youth in migration discourse.

2.Purpose of the consultancy:

It is against this background that IOM is seeking the services of a consultant to design a Community-Based Dialogue Facilitators Manual and Trainer’s Guide to help communities and other stakeholders to engage in dialogues on human trafficking and irregular migration with the aim of identifying home grown solution. Besides awareness raising through the community conversations, the consultant will also train to build the capacity of relevant counterparts including local communities to effectively participate in the prevention of trafficking enabling them to generate home grown solutions to human trafficking, enhancing the protection of VoTs and improved data collection and reporting.

Objective:

The main purpose of community-based dialogue on human trafficking and smuggling, irregular migration is to increase awareness at the community level and evoke the wider community to nurture the home grown prevention activities to be continuously carried out by local community, watch groups, youth, and CSOs.

Specific objectives include:

  • To enhance the awareness of the target community members including potential migrants, and migrants’ families, and those most vulnerable to being trafficked in IDP camps, host communities, and remote village about the dangers and risks of human trafficking, smuggling and irregular migration and help them make informed decisions about migrating (i.e. decide not to migrate irregularly taking in to considerations the risks involved in the practice).
  • To sensitize and encourage community members engage in continuous discussions on human trafficking, smuggling, and irregular migration.
  • To caution on dangers related to irregular/secondary migration and human trafficking (this includes, among many others physical and emotional abuses, sexual exploitation and slavery, labor exploitation, organ removal, loss of life, mistreatment in the hands of smugglers and border authorities, and getting stranded in transit countries, etc).
  • To bring the voices of the community to the forefront in the effort to tackle the problem of irregular migration and ensure the voices of target communities and community-driven solutions are incorporated in the efforts.
  • To ensure the involvement of community members especially watch groups, community and religious leaders, local authorities, youth groups, and CSOs and other relevant actors in the field of addressing human trafficking, smuggling, and irregular migration.

3.Target:

The proposed initiative target conflict affected areas of Rakhine State, sharing the border with Bangladesh, Kachin, Northern Shan border with China, as well as hot spot transit locations along the Myanmar-Thai border in South East (Mon and Kayin) areas. Primary focus will be women, men, boys and girls, those trafficked for forced labour (including domestic servitude, forced begging, working on the fishing boats etc) and sexual exploitation (including forced marriage, prostitution, etc) among others.

4.Scope of work:

Under the direct supervision of the Programme Manager, and in close coordination with National Programme Officer and Protection Officer, the successful candidate will play a prominent role in undertaking following tasks.

Nature of the Task: Develop the Community-Based Dialogue Facilitators Manual and Trainer’s Guide in Myanmar context on the issues of human trafficking**,** smuggling, and irregular migration.**

1.Assessment, coordination

  • Arrange with IOM staffs for orientation on human trafficking, smuggling, and irregular migration considering various contexts in Myanmar.
  • Conduct consultation with local governments, community leaders, CSOs, community based organizations (CBOs), religious leaders and other stakeholders to assess and define appropriate design and development of contextualized community-based awareness raising Interventions.

2.Development of materials

  • Design the community-based dialogue manual in a manner relevant to the local context in Myanmar, to be used at remote villages, wards, host communities, and IDP camps, by community-based dialogue facilitators, peer educators, religious leaders, and watch group members.
  • Based on the Facilitation Manual, design and develop the Trainers Guideline (as a supporting material/checklist for trainers of community based dialogue facilitators).

3.Rolling out of materials

  • Pilot and conduct training for trainers (ToTs) in Rakhine and Kachin States.
  • Monitor the rolling out of at least 2 community-based dialogue sessions conducted by trained facilitators.

Taking into consideration:

  • The manual should be designed in such a manner which gives due emphasis to conflict-sensitivity in affected areas, ethnic language, gender, cultural appropriateness of the materials and presentation of issues to the given community.
  • The manual should include appropriate illustrations and examples on the necessary steps for planning, facilitating and reporting on effective community-based dialogue sessions that can be applicable and relevant to community.
  • The manual should be designed in such a manner to help community-based dialogue facilitators on the know - how and ways to establish such groups, manage the process and engage community members to participate actively and freely on regular basis in community-based dialogues.
  • Incorporate elements of facilitation skills for the community-based dialogue facilitators at the start of the sessions and impart the necessary skills (step-by-step guidance) on how to conduct each session.
  • The manual development should fulfill the purposes of promoting participatory discussions on human trafficking, smuggling, and irregular migration, designed in a manner to foster ownership as well as collective decision.
  • The manual should adequately cover issues related to: defining elements of human trafficking and smuggling, irregular migration, the similarities and differences of these three key issues and the nature of the crime and victims. Risks associated with irregular migration and human trafficking and the plight of human trafficking victims and irregular migrations, luring techniques of human traffickers and smugglers, motivating factors for such decisions, alternatives to irregular migration and/or employment and livelihoods challenges, access to regular migration, safe migration, and encourage participants to take ownership of and responsibility for their own local issues with regards to human trafficking and irregular migration issues.
  • Messages of community-based dialogue shall be designed in such a way also to improve the identification of VoTs, community-based reporting, referral system and access to services and reintegration support; thus enhancing access to protection.
  • The manual should include some specific legislation disclosing the criminality nature of human trafficking, people smuggling and prosecution procedures.
  • The manual should be designed in a way that does not contradict the country’s national policies and legislations regarding human trafficking and smuggling, and irregular migrations.

5.Deliverables:

  1. A draft inception report which responds to the scope of work with a methodology and detailed work plan.
  2. A field work implementation plan (to be submitted before field work begins). This field work plan should be presented to IOM for comment, and revised as necessary prior to commencing field work.

  5. Trainers Guide for training of facilitators
  6. Supporting materials for documentation

6.Timeframe:

The consultant will be required to undertake the exercise within a period of 45 working days after signing of the agreement. The timetable is as follows:

7.Requirement:

  • Qualified staffs with minimum university degree in relevant social sciences fields.
  • Minimum of three years in designing awareness raising materials that support Behavior Change Communication and particularly proven experience in coordinating, monitoring and evaluation of community-based dialogue activities on social issues (including HIV/AIDS, SGBV, Human Trafficking, Child Labor, Education, etc).
  • Experience in developing Participatory Learning and Action (PLA)/Community-based Dialogue manuals, guides and other supporting materials for community-based dialogue facilitators, and local trainers.
  • Experience in the facilitation/delivery of similar (community-based dialogue and PLA) training to facilitators and local trainers.
  • Certificate of acknowledgement for coordinating or producing community-based dialogue manual designed for communities at grassroots level.

How to apply:

Please note that the selected candidate will be working full time in Myanmar, spending majority of time during the consultancy in the field traveling between different States of Myanmar. Home-based consultancy is not considered for this position.***
