The Nordic International Support (NIS) Foundation is seeking to recruit for the position of Monitoring and Evaluation Officer and/or External M&E Advisor, in order to strengthen the results orientation, measurement and reporting of the Paung Sie Facility (PSF) and Implementing Partners. Based on specific experience and strength of the selected candidate(s), this ToR may be amended in the contracting phase, to include additional specific tasks or responsibilities. The selected candidate(s) is expected to commence in November 2017. National and International candidates will be considered for the role(s). More than one position may be created.

Background

The ‘Paung Sie Facility’, is a multi-donor fund, primarily funded by the governments of the United Kingdom, Australia and Sweden. The PSF has a focus on the enhancement of social cohesion and inter-communal harmony across Myanmar. Projects are small-scale and tailored to increase the prospects for a peaceful and cohesive society in Myanmar. NIS provides administrative and technical support to the PSF.

Essential Functions

Reporting to the Programme Quality and Compliance Manager, the M&E Officer and/or Advisor will support the coordination, implementation and enhancement of all aspects of the PSF’s M&E system. This will include M&E for the overall PSF programme and support functions and for projects being delivered by PSF implementing partners, including providing support to IPs in designing and implementing their own M&E systems. The PSF M&E Officer/Advisor should bring to bear international best practice approaches and contribute to PSF organisational learning, based on strong feedback mechanisms, to enable responsive and flexible programming in a dynamic transitional context. The M&E Officer/Advisor will also be responsible for ensuring efficient data management and effective communication of results, including in visual formats. The M&E function is expected to work closely with all members of the PSF Secretariat and international and local implementing partners.

Main Responsibilities

  • Oversee the implementation of the PSF Monitoring, Evaluation, Learning and Sharing system to meet international standards and innovate to elevate the system to demonstrate best practice approaches.
  • Engage with applicants and partners to support them in developing coherent logical frameworks and M&E plans consistent with PSF criteria and principles.
  • Contribute to the appraisal of proposals from implementing partners, as well as assessing their monitoring capabilities.
  • Ensure partner results reporting requirements are clearly expressed in proposals and Implementation Agreements.
  • Contribute to monthly/semi-annual progress reports for the donor(s), together with peers within the Programs and Finance functions.
  • Contribute to the close and supportive monitoring of funded proposals, as well as to the capacity building of the implementing partner organisations.
  • As directed, represent the PSF in discussions with applicant organisations, implementing partners and externally in coordination mechanisms.
  • Contribute to PSF internal procedures for learning, development and ensuring quality systems and processes.
  • Maintain and update data on results and indicators from IP projects and the PSF programme as a whole.
  • Follow-up with external sources for regular goal and outcome indicator data.
  • Conduct surveys of IPs and trainees as required.
  • Review and provide feedback to Programme Officers on IP and PO results reporting.
  • Prepare fund-level results reports for PSF.
  • Manage lessons learned processes for IPs, POs and Fund, including compiling their lessons.
  • Participate in project field monitoring visits.
  • Serve as liaison with fund level evaluations.
  • Maintain PSF portfolio results monitoring database.
  • Lead on the implementation, documentation and adjustment of M&E system and processes.
  • Mobilize relevant M&E technical assistance in a timely manner, with clearly demarcated responsibilities that are based on the participatory and equity principles of the project.
  • Assure that all contractual obligations are adhered to and make all necessary efforts to ensure implementation targets are met.
  • Ensure continuous improvement and oversee regular revision of the M&E strategy with key stakeholders to ensure shared understanding of the strategy and information needs.
  • Support the submission of analytical reports on progress – including indications of planned actions and financial statements – on time and to the relevant bodies.
    All PSF staff must adhere to NIS and PSF code of conduct, handbooks, guidelines and policies.

Desired Qualifications

  • Minimum of 7 years professional experience related to overseeing the development and operationalisation of Monitoring and Evaluation systems
  • Experience in an international environment, ideally in M&E with a national or international NGO or international donor agency
  • Experience with design of surveys and other data collection methods and analysis of results
  • Experience with design, review and support to development of logical frameworks
  • Results-oriented, motivated and self-directing
  • Demonstrable commitment to innovation and to staying abreast of global best practice in M&E
  • Demonstrable understanding and experience in applying international best practice conflict, aid and development principles including do no harm, conflict sensitivity
  • Experience of engaging with and supporting local, national and international organisations
  • Strong collaboration and organizational skills.
  • Excellent written and spoken English and Burmese language skills are a pre-requisite for the position (Burmese is a requirement for the Officer role but not for the External Advisor role)
  • Thorough understanding of the Myanmar context and conflict
