Your Mission:

The Supply Chain Coordinator is a lead of IRC Myanmar Supply Chain Department and this position has ultimate responsibility for the management and delivery of effective Supply Chain support throughout the country program in compliance with IRC and donor regulations. This role is also critical to deliver quality services to beneficiaries and 3MM country program implementations.

Your Job Scope includes but not limited to:

  • Lead Supply Chain Department and find out innovative to in line with IRC Myanmar Strategic Action Plan.
  • Act as “first line” advisory resource for Field Coordinators and Operations Staff for Supply Chain issues.
  • Lead IRC Myanmar Supply Chain Team to be more reliable, faster and cost-effective
  • Assess Field Offices need and advocate that sufficient resources are invested for program success
  • Collaborate and coordinate with Programs and Finance to ensure integrated and harmonized operational systems.
  • Collaborate with Finance Controller to ensure that internal controls are met with minimum of bureaucracy.
  • Work with Field Office Supply Chain Staff and Field Coordinators to ensure effectiveness, countrywide uniformity of Supply Chain structure and implementation of the IRC’s standard operating policies and procedures.
  • Implement job and site specific trainings to ensure that Supply Chain staff’ possess the knowledge and skills commensurate with their responsibilities.
  • Take a leading role in emergency response activities

Major Responsibilities:

Compliance:

  • Ensure that Supply Chain policies and procedures are in compliance with applicable IRC and funding source policies, procedures and requirements. All locations and staff act in accordance with the policies.

  • Maintain and update donor guidelines related to Supply Chain field (procurement, asset, etc).

  • Update and disseminate Standard Operations Procedure of Procurement to in line with local context and IRC Global policy.

  • Identify and analyze compliance risk in supply chain process within Country Programme context. Implement corrective action plans.

  • Monitor Supply Chain sections of budgets and track and track expenditure. Follow up as necessary including timely information and budgetary comments regarding any realignment.

  • Working closely with budget holder to develop proper Procurement Plans for all grants.

  • Ensure all donor reports for assets are completed and submitted to the Grants Department on time.

  • Disposal of assets is reviewed annually and donor requirements followed as necessary.

  • Oversee and co-ordinate all IRC country fleet and transportation activities in adherence to IRC and Country vehicle policies including safety, maintenance and reporting.

  • Familiarize with various donor regulations especially for visibility items.

  • Ensure monthly Supply Chain reports are submitted from each field. Review and follow up as necessary.

  • Consolidate SC monthly reports from field offices, check data accuracy and submit to NY in timely manner.

  • Working closely with Regional Supply Chain Director and find out innovative ways to improve supply chain process in 3MM.

Training & Outreach:

  • Proactively develop the skills of IRC staff to understand and utilize Supply Chain tools and services to design and implement quality programming.

  • Work with field operations staff to identify Supply Chain needs and ensure the issues are raised in new budget development.

  • Identify team training needs, capacity building opportunities and promote training and other development activities for national staff

Staff Management:

  • Practice excellent human resource management, supporting the development, promotion and retention of a motivated team of qualified and experienced staff.

  • Develop long term plan for continued quality leadership by providing staff development and succession plans.

Systems:

  • Ensure all Procurements are in line with IRC and/or donor regulations and provide update information to SMT and Program Leads.

  • Ensure assets and property are effectively managed, asset list is updated regularly and assets are disposed according to IRC and/or donor regulations.

  • Lead MPA process for the whole country Program (3MM)

  • Lead implementation and delivery of global and regional initiatives

  • Identify country office and field offices Supply Chain strengths, weaknesses, opportunities and threats (SWOT) though market analysis, operational assessments, regional procurement and contracting capacity and develop action plans in partnership with GSC, regional and country staff accordingly

  • In consultation with Regional Supply Chain Director and 3MM SMT team, develop a core set of metrics to measure and assess Supply Chain efficiency and success in programs

  • Work closely with the country SMT, regional Supply Chain Director and HQ GSC to meet the objectives of 3MM country program by initiating to improve operational capabilities and effectiveness

  • Develop effective partnerships with global, regional and in country stakeholders to plan for future requirements and develop proactive supply chain strategies

  • Ensure supply chain goods flow account for speed, cost and reliability and take advantage of favorable customs schemes

  • Lead supply chain team to achieve strategic objectives of 3MM from Supply Chain point of view.

Education

· Bachelor’s and/or Master’s university degree, or relevant diploma/ certificate in Supply chain Management/ Business Management or related field certificate or equivalent education and experience.

Experiences

· Minimum 5 years of experience in Supply Chain Management with a strong career background

· Minimum of 3 year experience at a managerial role

· Professional experience working with INGOs/NGOs, UN Agencies and or international experience;

· Proven knowledge of humanitarian field is preferred and adaptable to donors’ regulation and guidance.

· Excellent management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross cultural context.

· Top-tier presentation and communication skills; ability to convey information effectively and solid experience providing training and staff development

· Willingness to participate and contribute as a team member, under challenging working and living conditions.

· Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution

· Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace

· Very strong proficiency in MS Word, Excel, and PowerPoint is required

Language

· Good command of English and Myanmar language is required.
