Organizational context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies.
IFRC country office in Myanmar (MCO) is part of the Asia-Pacific Regional set-up and its role and mandate in Myanmar are defined as support to the Myanmar Red Cross (MRCS) in programme/service delivery, international resource mobilisation, ensuring quality and accountability to donors, coordination of NSD/BD activities towards MRCS development and ensuring effective implementation of the Annual Operational Plans agreed with the MRCS. National Society Development (NSD) is part of the programme unit within the MCO.
Myanmar Parliament enacted Myanmar Red Cross Law in August 2015, since then, an organizational development process has been initiated in MRCS to adjust to the current legal base and changing working context. Myanmar Red Cross Society (MRCS) has now reached a phase in its organizational development when the National Society in practice is going to implement extensive organizational changes such as further strengthening of the auxiliary role while maintaining the ability to make decisions and act independently, clarifying governance and management roles and leadership development, restructuring headquarters programs and services, building up branch structures to make way for decentralization of decision-making, roles and accountability, review and revision of policies and frameworks, changes of the branch structure, adjustment of the human resources and volunteer management systems, resource mobilization and diversification and so forth.
MRCS, with the support of IFRC and other Movement partners, is in the process of developing a broader capacity development plan with a longer-term view to include further capacity building of MRCS leadership, RCVs and staff in Myanmar and to take forward many of the areas mentioned above.
Job purpose
The role will provide guidance to the Myanmar Red Cross on a more strategic level in processes, transfer of skills in strategic thinking and planning as well as coaching. Support to bringing all ongoing organizational development processes together, structuring processes, development of implementation strategies and a National Society Development Framework.
In areas such as governance, management and leadership development, branch- and volunteering and Human resource development the most important role will be technical support and in linking the NS to movement supportive resources and coordination of movement partners´ support.
The NSD delegate will be based in Yangon with frequent travelling across the country as required.
Job duties and responsibilities
Strategic guidance and technical support to MRCS in the development and implementation of a National Society Development Framework as well as to mobilize possible movement/ non-movement partners support.
Support the NS in planning, coordination and linking of resources to further development within the area of Foundation and legal base such as the NS´s auxiliary role, reputation risk management, Accountability Framework development, Humanitarian diplomacy development, Review and implementation of policies and frameworks.
Provide technical support in design of a decentralization process and implementation strategy.
i. Assist MRCS governance and management in reviewing its organisational structure, systems & processes, and explore the use of common Federation or external analytical tools where relevant.
ii. Guide MRCS change management, and work towards further modernisation & innovation
- Support MRCS in promoting volunteer and youth recruitment, retention and capacity building
i. Assist MRCs in developing clear youth and volunteer engagement strategies and plans
ii. Explore the opportunities for incorporating elements of “Youth as Agents of Behavioural Change” and gender & diversity approaches across programmes
Support Mid- term review of MRCS strategic Plan 2016-2020 and further development of the operational plan. Provide technical support and competence development in strategic thinking and implementation strategy development as well as in change management-leadership in going from strategy to implementation in the ongoing organizational change processes.
Support the NS in the development of a plan for governance, management and leadership development based on the OCAC and BOCA outcomes as well as support in linking and coordinating Movement technical resources and Movement partners’ support.
Support the NS NSD strategy on NS sustainability which includes Finance development and Resource mobilization development with a specific focus on the decentralization process.
In cooperation with the MRCS OD department and PNSs support further develop the OD technical workgroup as a forum for strengthened cooperation around OD issues and efficient use of available resources in areas where PNSs are involved e.g. branch, volunteering and HR development.
Position Requirements
Advanced university degree (master's or equivalent) in Social sciences, Management, International development or other relevant areas of study in organizational development
10 years of work experience in humanitarian or development sector
5 years of experience in the Red Cross Red Crescent
5 years of experience in members- / volunteer-based organizations
10 years of experience in managing/supporting organizational development processes including decentralization.
5 years of senior management experience in a non-profit organization
3 years of experience of big emergency operations
Be strongly founded in the IFRC concept of National Society development and dynamics
Expert in organizational renewal and organizational and capacity development in complex organizations
Proficient in strategy, policy and framework development
Proficient in change management and implementation strategy development
Advanced innovative thinking and analytical ability
Demonstrated capacity to work with sensitivity in a multi-cultural environment
Proficient in developing and coordinating networks and coalitions to accomplish goals
Proficient in gaining agreement from partners to support ideas
Proficient in report writing Proficient in English including writing skills
