Competencies
Essential:
Excellent knowledge of compliance requirements of various types of institutional donors (BPRM, ECHO, EU, USAID, DFAT, SIDA, GAC) and private foundations
Understanding of the financial aspects of award management, and understanding of operations and programming.
Good communication, networking and presentation skills
Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities
Patient, adaptable, able to improvise, and communicate clearly and effectively under
pressure
Computer literate (i.e. Word, Excel, Outlook, Internet Explorer, financial systems)
Strong communication (written and spoken) in English, and strong interpersonal skills, with experience in managing multicultural teams

Detailed Responsibilities & Tasks:
Responsibility1: Coordinating all new business development opportunities and lead grant management
To perform the lead coordination role for proposals, concept notes, budgets, internal and external contracts in collaboration with CIL program coordinators/project managers, MEAL and finance teams;
Coordinate review and approval of donor agreements and Care internal grants agreements
Provide guidance on and ensure compliance with donor and CARE rules, regulations and guidelines and raise issues affecting external/ internal compliance
Coordinate and facilitate project kick-offs, monthly Awards review meeting and close-out meetings with Finance, logistics and programme teams, as well as partners
Compile the CO donor reporting schedule for all CARE projects through reviewing donor agreements / IPIAs and updating the agreement data-base regularly
To contribute to all internal and external reporting in collaboration with the programs and finance departments, ensuring high-quality, well written and timely reports meeting donor and CIL requirements
To ensure that the Award Management System is effectively maintained and up to date for all awards and sub-awards including authorisation and document retention
Responsibility2:Maintenance of partner database and development of partnerships
In cooperation with Programme Department develop a pre-approved and comprehensive data base of partners per expertise in sector including civil society and government and academia.
Ensure all partner organisations undergo legal vetting against proscribed organisation lists, and that this status is recorded and updated as needed in the data base.
Coordinate sub-agreements drafting and review internally and with partner
Ensure that all sub-awards issued by CARE International in Lebanon comply with donor and CIL compliance requirements and are issued in a timely manner
In close collaboration with Support and Program teams, coordinate capacity assessments for partners
Experience required:
2 to 3 years
Education degree: Bachelor Degree Field of education: Bachelor Degree Field of education: Bachelor Degree – BA/S or equivalent in social science, management, international development, humanitarian studies, or other relevant field. Master’s degree is a plus
